Policía desde un enfoque comunitario: Lineamiento Sectorial Vecindario Seguro en distritos de Lima

Abstract
A través de los años, desde el Estado, se ha propuesto estrategias diversas para
tratar uno de los principales problemas que aqueja a la ciudad: la inseguridad.
La presente investigación pretende analizar de qué manera se ha venido
implementando el “Lineamiento Sectorial Vecindario Seguro” en los distritos de
San Miguel y Santiago de Surco. Como respuesta tentativa se propone que
existe la implementación del plan se dará de manera distinta para cada distrito.
En el distrito de San Miguel, Vecindario Seguro obtuvo gran apoyo del alcalde
del distrito; lo que se evidencia tanto en la disposición de recursos tanto logísticos
como humanos a favor de las comisarías del distrito y de la coordinación continua
mediante las sesiones de Codisec. Se logró mayor coordinación con los vecinos,
especialmente con los que formaban parte de juntas vecinales. Mientras que, en
el caso de Santiago de Surco, las cinco comisarías del distrito y el municipio
mantenían una coordinación superficial; más no profunda. No se evidencia
apoyo real por parte de las autoridades municipales del distrito; además de
contar con menor número de vecinos parte de las juntas vecinales. La
investigación está basada en revisión de documentación especializada,
entrevistas semiestructuradas a actores clave; así como también a planes de
trabajo de las municipalidades.
Over the years, the State has proposed various strategies to address one of the main problems facing the city: insecurity. This research aims to analyze how the sectoral guideline “Vecindario Seguro" has been implemented in the districts of San Miguel and Santiago de Surco. As a tentative response, it is proposed that the implementation of the plan will be done in a different way for each district. In San Miguel, Vecindario Seguro obtained great support from the mayor of the district; this is evidenced by the availability of both logistical and human resources in favor of the district's police stations and the continuous coordination through the Codisec sessions. Greater coordination was achieved with the neighbors, especially with those who were part of the so-called Juntas Vecinales. While in the case of Santiago de Surco, the five district police stations and the town hall maintained a superficial coordination. There is no real support from the municipal authorities of the district; besides, there are less neighbors who are part of the neighborhood councils. The research is based on a review of specialized documentation, municipal work plans, as well as semi-structured interviews with key actors.
