Mejoramiento del servicio policial de esclarecimiento de denuncias por parte de los departamentos de investigación criminal de Lima Metropolitana

Abstract
El proyecto de investigación está referido a la problemática en torno al servicio
policial de esclarecimiento de denuncias que prestan los departamentos de investigación
criminal de Lima Metropolitana, teniendo como evidencia principal el bajo porcentaje de
casos resueltos con los elementos de individualización e identificación de presuntos
autores y que supone el acopio de elementos de convicción suficientes que sirvan de
sustento al representante del Ministerio Público para formalizar la investigación
preparatoria y posteriormente promover la acción penal. La investigación ha sido
realizada en base a las causas principales que estarían incidiendo en el problema,
centralizando el esfuerzo de solución en la excesiva carga investigativa e inadecuada
evaluación del desempeño profesional. Propone la creación de un prototipo informático
de dos componentes, alineados a los sistemas de denuncias Sirdic y Sidpol de la Policía
Nacional del Perú; el primero, consiste en una clasificación basada en campos de tipo y
subtipos penales, así como criterios de número de autores, cuantía, connotación y otros;
el segundo componente propone un subsistema de monitoreo del proceso investigativo y
evaluación de los resultados, con indicadores de desempeño adecuados, alineados a los
objetivos estratégicos institucionales de reducir los índices de victimización y la
percepción de inseguridad ciudadana; de manera complementaria, plantea la
modificación del marco normativo actual. Finalmente, exponen su sostenibilidad a través
de un análisis objetivo de deseabilidad, factibilidad y viabilidad.
The research project is referred to the problem around the police service of clarifying complaints provided by the criminal investigation departments of Metropolitan Lima, having as main evidence the low percentage of cases resolved with the elements of individualization and identification of alleged perpetrators and which supposes the collection of sufficient elements of conviction that serve as support to the representative of the Public Ministry to formalize the preparatory investigation and subsequently promote criminal action. The investigation has been carried out based on the main causes that would be influencing the problem, centralizing the solution effort in the excessive investigative load and inadequate evaluation of professional performance. It proposes the creation of a computerized prototype of two components, aligned with the Sirdic and Sidpol reporting systems of the National Police of Peru; the first consists of a classification based on criminal type and subtype fields, as well as criteria for the number of perpetrators, amount, connotation, and others; the second component proposes a subsystem for monitoring the investigative process and evaluating the results, with adequate performance indicators, aligned with the institutional strategic objectives of reducing victimization rates and the rate of perception of citizen insecurity; in a complementary manner, it proposes the modification of the current regulatory framework. Finally, they expose their sustainability through an objective analysis of desirability, feasibility and viability.
