Abstract
La presente propuesta de innovación tiene como objetivo mejorar el papel rector del
MVCS para conducir la mejora del cumplimiento de las obligaciones ambientales por
parte de los prestadores de servicios de saneamiento (PSS) del ámbito municipal, con
el propósito de mejorar la calidad de vida de la población. Asimismo, se busca mejorar
el bajo nivel de conocimiento técnico y presupuesto identificado en los PSS del sector
saneamiento.
El Ministerio de Vivienda, Construcción y Saneamiento (MVCS), como ente rector del
sector saneamiento, es responsable de liderar esta propuesta. No obstante, se
identificaron cuatro causas que contribuyen a la débil capacidad rectora del ministerio
para mejorar el cumplimiento de las obligaciones ambientales por parte de los PSS del
ámbito municipal durante el periodo 2020-2021. Estas causas son las siguientes: (1) la
falta de regulación que considere la diversidad organizacional; (2) la evaluación basada
en normas en lugar de resultados; (3) la ausencia de instrumentos normativos para
incentivar buenas prácticas y alinear conductas; y (4) la limitada capacidad técnica y de
gestión de los PSS en materia ambiental en el sector saneamiento, así como la dificultad
para mantener información de calidad.
Por ello, la propuesta de innovación plantea estrategias para la transferencia de
conocimientos, como la realización de pasantías y el aprovechamiento de las acciones
que actualmente lleva a cabo el MVCS. Además, plantea complementar estas
estrategias con Incentivos de Gestión mediante el Programa de Incentivos de gestión
municipal del Ministerio de Economía y Finanzas (MEF). Adicionalmente, propone
actividades e indicadores que contribuyan al cumplimiento de metas en el sector y
mejoren el desempeño del desarrollo de las obligaciones ambientales.
Se concluye que los PSS del ámbito municipal presentan bajos niveles de conocimiento
técnico sectorial y presupuesto. Para abordar este problema, se propone que el MVCS,
a través del Programa Nacional de Saneamiento Rural, lidere la presente propuesta de
innovación a fin de mejorar el cumplimiento de las obligaciones ambientales y, en última
instancia, mejorar la calidad de vida de la población.
The objective of this innovation proposal is to improve the governing role of the MVCS to lead the improvement of compliance with environmental obligations by sanitation service providers (PSS) at the municipal level, with the purpose of improving the quality of life of the population. Likewise, it seeks to improve the low level of technical knowledge and budget identified in the PSS of the sanitation sector. The Ministry of Housing, Construction, and Sanitation (MVCS), as the chief institution of the sanitation sector, is responsible for leading this proposal. However, four causes have been identified that contribute to the ministerial weak leadership capacity to improve compliance with environmental obligations by municipal PSS during the 2020-2021 period. These causes are as follows: (1) the lack of regulation that considers organizational diversity, (2) evaluation based on standards rather than results, (3) the absence of normative instruments to incentivize good practices and align behaviors, and (4) the limited technical and managerial capacity of PSS in environmental matters in the sanitation sector, as well as the difficulty in maintaining quality information. For this reason, the innovation proposal proposes strategies for the transfer of knowledge, such as internships and the use of the actions currently carried out by the MVCS. In addition, it proposes to complement these strategies with Management Incentives through the Municipal Management Incentive Program of the Ministry of Economy and Finance (MEF). Additionally, it proposes activities and indicators that contribute to the fulfillment of goals in the sector and improve the performance of the development of environmental obligations In conclusion, municipal PSS exhibit low levels of sectorial, technical knowledge and budget. To address this issue, it is proposed that the MVCS, through the National Rural Sanitation Program, lead the present innovation proposal to improve compliance with environmental obligations and ultimately enhance the quality of life of the population.
