The innovation project seeks to contribute to the strengthening of the articulation between the Environmental Evaluation and Supervision Agency – OEFA and the Prosecutors Office specialized in Environmental Matters – FEMA, reinforcing their capacities and enhancing their intervention against environmental crimes, with the purpose that citizens fulfill their rights of access to justice and to a healthy environment. Initially, it analyzes the difficulties present in criminal investigations that generate a reduced number of sentences. This establishes the importance of OEFA's participation with the Substantiated Reports and the causes of their possible ineffectiveness: insufficient legally provided content, assigned legal nature, poor articulation between entities and lack of understanding of the content. Once the hierarchy was made, poor articulation was chosen as the main cause, reformulating the public problem, posing the following innovation challenge: “How can the articulation between OEFA and FEMA be strengthened in environmental crimes criminal investigations to ensure that these entities improve their communication and identify a common objective, streamlining the attention to requirements and reducing excess bureaucracy?” After the formulation and prioritization of ideas, an initial concept emerged that led to the solution: “Collaborative program to strengthen the coordination between OEFA and FEMA in the fight against environmental crimes”. The prototype includes the development of awareness-raising activities and articulation actions through the implementation of a collaborative portal. After presenting the prototype to various specialists in the field and carrying out testing, it was verified that the proposed solution meets minimum criteria of desirability, feasibility and viability, being able to provide public value to citizens by influencing greater protection of their right to a healthy environment....

Currently, one of the problems within the ombudsman's office is the limited followup, monitoring, and evaluation of the ombudsman's recommendations in various cases. Faced with this, the innovation project proposes to implement a management system through the agile Kanban methodology. Therefore, to carry out the investigation, official documents were used, in particular the "Follow-up report on women's rights defender recommendations for the period 2017-2021", as a source of data and interviews with officials and line managers. The salary limitations and the labor regime do not reinforce the necessary job stability in the organization. On the other hand, six (06) fundamental causes have been identified that generate this situation, these being: (i) salary limitations and the labor regime do not reinforce the necessary job stability in the organization, (ii) the estimate against the increase in responsibilities and attention areas, (iii) The lack of an effective follow-up system and an adequate technological and digital infrastructure that facilitates citizen attention and reinforces internal communication, (iv) There is a lack of improvement in the skills of government officials on follow-up, monitoring and evaluation, (v) The constant rotation of the administration in the supervised entities, (vi) The resistance on the part of certain institutions subject to supervision and adoption of the recommendations issued by the Ombudsman. Based on the problems and causes identified, a documentary review and a consultation with experts were carried out to build the prototype development process. This prototype consists of a system that divides the case management process in the ombudsman's office into different stages: recommendations, monitoring, follow-up, and evaluation. Each stage is further divided into sub-processes, represented on the Kanban board as "To be implemented", "Awaiting implementation", "In the process of implementation", "Implemented" and "Assessed". The management system based on the agile Kanban methodology is presented as a promising and relevant solution, since it offers a visual and agile tool that improves the organization, knowing the state of execution of interventions and activities, monitoring progress in cases that violate women's rights. By providing a clear visual representation of stages and sub-processes, the Kanban board makes it easy to identify pending actions at a glance, track ongoing interventions, and evaluate actions already implemented....

The presumption of innocence is a fundamental right that is inherent to every human person, and as such it must be exercised in all areas, even in an administrative procedure. However, in the National Police of Peru, the application of this right-principle is being dispensed with in disciplinary administrative procedures for minor offenses. In the processing of these procedures, after having notified the Sanction Order to the administrator, the superior who sanctions must send it within a period of 3 working days to the Human Resources Directorate, so that it is codified, systematized, and filed in the file of the alleged offender, since, as prescribed by Law No. 30714. Within this same period we can find the alleged offender exercising his right of contradiction, which after having submitted his appeal must be awaiting the resolution by the Discipline Office, which acts in the second instance resolving appeals for minor infractions. Therefore, the general objective of this work is to demonstrate the essential application of the principle of presumption of innocence in administrative procedures for minor offenses, in the National Police of Peru, an investigation that was carried out during 2020 and 2021, likewise, it was applied as a data collection instrument, the interview, which was applied to the NCOs of said institution. Therefore, it has been concluded that with the immediate publication of the sanction order, the Principle of Presumption of innocence has been violated, which is why, in administrative procedures, its effective application is necessary, considering that the proceeding of all administered has been carried out in observance of the fulfillment of its duties and, therefore, it would not have responsibility until the opposite is proven and it is decided by a firm act....

Over the last thirty years (1991-2021), the bilateral relationship between the Russian Federation and the People's Republic of China has evolved into a strategic partnership of considerable relevance in the development of international relations. Identifying the foundations on which this bond is sustained is essential to explain the growing attunement exhibited by both nations in foreign policy matters. This research is based on the theoretical framework of the constructivist school in order to analyze three ideational dimensions that explain the convergence between Moscow and Beijing: the establishment of a multipolar or polycentric international order, respect for the principles of international law, and the identification of an "Other" and the construction of state identity. In order to carry out this type of research, qualitative content analysis of both the speeches and official documents issued by the political authorities of both countries and the official documents disseminated by the BRICS and the Shanghai Cooperation Organization (SCO), two multilateral spaces led by both countries, is used. This study concludes that there is a significant coincidence between Russia and China in the defense of a multipolar international order and international law, as they are functional causes to their national interests; on the other hand, more uncertain and ambiguous is the confluence regarding the characterization that each one makes of an "Other" in the international scenario, the degree of importance that each one assigns to it when executing its foreign policy and the forging of its identity in the international chessboard....
