The purpose of this thesis is to identify the reasons why the children and adolescents of Urubamba do not go to the DEMUNAS of their districts to file complaints. Given the vulnerability and violation of their rights during 2008 and analyzing the operation of these in all its dimensions, with the purpose of developing a management model that optimizes the operation of the same. Our work involves the following research questions: Why despite the impetus and promotion of the DEMUNAS at the national level, the children and adolescents of the province of Urubamba do not go to the DEMUNAS of their districts to denounce situations of vulnerability Of your rights? What type of information does the population of Urubamba have on the DEMUNAS? Are the service management capacities of those responsible for the DEMUNAS efficient and targeted to children? Does the operation they have at the level of processes, budgets and levels of coordination are efficient? The promotion of the rights of children and adolescents carried out by the DEMUNAS can be optimized from the same study in different regions of our country, that is why this research arises in order to contribute to a more efficient promotion. This research is qualitative and quantitative, and has been carried out in the Province of Urubamba, contemplating the DEMUNAS of the districts of Ollantaytambo, Maras, Huayllabamba and Urubamba. The collection techniques applied to the research were surveys of children, adolescents, parents and teachers as well as interviews with those responsible for the above-mentioned DEMUNAS. With these inputs and with the literature review on the subject, we have developed this thesis, which we hope can contribute to the efficient promotion of the protection of children through the DEMUNAS. In addition we propose the following specific objectives: to know the type and degree of information that the population of Urubamba has about the DEMUNAS, to analyze the capacities of management of the service directed to the children of those responsible for the DEMUNAS of the province of Urubamba, to analyze the Functioning of the DEMUNAS, its processes, budgets and levels of institutional coordination, to finally propose a management model that optimizes the functioning of the DEMUNAS in the province of Urubamba. DEMUNA has not undergone any significant changes to the year 2016, it was noted the poor capacity of the DEMUNAS to deal with the cases, noting that to date continues with the same situation and insufficient support received from local authorities....

The World Health Organization points out that disability is a set of conditions created by the social environment. Therefore, the management of this problem requires the action and responsibility of society to make the necessary changes in the full participation of people with disabilities, proposing social changes at the level of attitudes and ideologies that can be transformed at a political level under the human rights approach. According to the results of the First National Specialized Survey on Disability (ENEDIS) in Peru 5.2% (1 million 575 thousand 402 people) of the population suffer from some type of physical or mental disability. (National Institute of Statistics and Informatics 2012:55). However, in Peru according to the law Nº 29973, the person with disabilities (PcD) has the right to live independently in the community, on equal terms with the others. That is why the Peruvian State promotes access to home and residential assistance services in the community to facilitate their social inclusion and prevent their isolation and abandonment (Congress of the Republic of Peru 2012:1). In this context, the Minister of Women and Vulnerable Populations through the National Comprehensive Program for Family Welfare (INABIF) implements the Service for Persons with Disabilities (SAIPD) with the aim that people with disabilities at social risk and their families are supported with their needs by social support networks, family and public and private institutions in their environment. Consequently, this research determines the factors that limit and / or contribute in the implementation of the Service for Persons with Disabilities (SAIPD) in the District of Puente Piedra, during the period from 2016 to 2017; documenting in this manner, the first investigation at the national level with respect to the application of the methodology of Community Based Rehabilitation (CBR) for people with disabilities. During the last decade, according to data from the Ministry of Health of Peru, the country managed to halve chronic child malnutrition in children under five years of age, reaching 12.2% in the first half of 2019 (according to the WHO indicator), while anemia impacted 31.1% of this population group. The disaggregated data considering urban and rural areas show the challenges that remain to eradicate malnutrition in the country, especially in areas where levels of chronic food insecurity persist, despite the efforts made by the Peruvian government to implement the National Strategy for Food and Nutrition Security 2012 - 2021. This research dives into a multi-causal analysis of food security and an intercultural, rights, and gender perspective. To what extent the actions carried out within the framework of the project "Recovery and improvement of biodiversity as a strategy for adapting to climate change in the Quechua communities of Vilcashuamán" have improved the food security and nutritional health of families sustainably. For that matter, it addresses the changes generated from the promotion of the consumption of local foods with a high content of micronutrients, the strengthening of technical productive capacities, the development of associative capacities, and the incorporation of the intercultural approach in its implementation, including from this perspective, the approaches to law and gender in its development. The research concludes on the need to address structural causes that reinforce the cycle of malnutrition. Therefore, families are exposed, mainly to vulnerable groups such as Quechuas, and is related to the exercise of their rights not only economic and social but also political and cultural. In this sense, it contributes to the understanding and the delimitation of intercultural social policies to social managers who develop in multicultural societies....

The thesis seeks to describe the incubation (or construction) process, function development, limits and possibilities of the indigenous affairs managements and sub management offices in the local governments of Río Negro, Río Tambo located in the province of Satipo. This qualitative research considered a significant sample through non-probabilistic method of participation of social actors involved in the processes. Also, this research is exploratory, analytical and descriptive. The approaching to the cases occurred during four visits in 2016, where twenty-three interviews were applied, and field observations and analysis of secondaries sources were made. It was found that: (1) indigenous organization’s incidence and pressure are fundamental in the development and progress of these offices; (2) diagnostics elaboration, planning and budget definition and intervention with local governments are the observed main functions; (3) insufficient resources and equipment, assistance and discriminatory perspective and high communities’ expectations facing the access to services and infrastructure gaps are the main limitations; (4) the approach between municipalities and communities, achieved representativeness and transition from an assistance perspective to a development management perspective are recognized as possibilities. Although the analysis of these kind of experiences was limited to the Amazon, specifically in the Peruvian central selva, the study case could be useful to other related actors and works as a reference to other municipalities with significant quantities of indigenous communities...

Colombia has lived through an armed conflict for more than 40 years, where several governments developed efforts to end this conflict, focusing on the recent history of the country, we find demobilization processes since the 80s, this is how the government of Belisario Betancur among the In the years 1982-1986, efforts were developed which gave rise to some demobilizations of guerrilla groups, later in the following government of Virgilio Barco the demobilizations of groups such as the April 19 Movement (M-19), the Quintín Lame Armed Movement ( MAQL) and the People's Liberation Army (EPL); in 1991 the Revolutionary Workers Party (PRT) was demobilized and in 1994 the Socialist Renewal Current (CRS), under the government of Cesar Gaviria Trujillo, these groups were smaller; Between 2003 and 2006, the United Self-Defense Forces of Colombia (AUC) were demobilized, this process followed the disarmament, demobilization and Reintegration (DDR) standards set by the United Nations (UN), in addition to the president of this period, Álvaro Uribe Vélez in turn created the program for Reincorporation to civil life, which over time has been strengthened and has independence, becoming an Agency for Reincorporation and Normalization and is the one that received the demobilizations of the AUC, also the individual demobilizations of the National Liberation Army (ELN) and before its demobilization of groups such as the FARC and has been in charge of the reincorporation of the FARC since the peace agreement made in the government of Juan Manuel Santos in December 2016. This research was developed in the department of Caquetá, specifically in its capital, the municipality of Florencia. 5 In this way, it is appropriate to know the figures in education in reference to this problem from the national level, to the municipal level, finding the following: the illiteracy rate in Colombia of people over 15 years of age for 2018 is 5.1% and in Regarding the department of Caquetá, the percentage is 7.56, that is to say higher, for the municipality of Florencia, illiteracy among the young and adult population is 4.65%. Regarding the school dropout rate in Colombia according to the Ministry of Education for 2017 it is 2.46% for primary and 3.46% for secondary and 3.08% in general, for the department of Caquetá this same year reports a dropout of 6.16%.
