El Parlamento Peruano y la generación de espacios de deliberativos digitales: el uso de tecnologías de la información y comunicaciones para el establecimiento de la agenda pública

Resumen
Las Tecnologías de la Información y Comunicaciones (TIC) han transformado
el ámbito privado y público de las sociedades. A partir de esto, se han forjado nuevos
tipos de ciudadanos digitales que demandan servicios digitales a los estados
modernos (Rendueles, 2016). Este trabajo incursiona en la problemática del uso de
TIC en los procesos democráticos de las sociedades modernas. En específico, se
propone analizar el uso de TIC por parte de los cuerpos parlamentarios modernos
para el establecimiento de la agenda pública. En ese sentido, en el presente se
analizan las estrategias de aplicación de TIC por parte del parlamento peruano para
la creación de espacios deliberativos digitales. La elección de esta unidad de
observación se fundamenta en que esta institución, en las últimas décadas, se ha
caracterizado por presentar una crisis de representación, tal y como mencionanWelp
(2022), Tanaka (2018) y Muñoz (2021). Por ello, partimos del concepto sociológico
de “esfera pública” para diseñar una metodología mixta para análisis de la creación
de espacios deliberativos digitales por parte del parlamento peruano. Dicha
metodología está compuesta por un análisis de las interacciones en las redes sociales
oficiales de la institución y en entrevistas a profundidad orientadas a analizar las
estrategias de aplicación por parte de este actor del Estado. Concluimos, primero, que
existen varios vacíos sobre el análisis de las relaciones que emergen a partir de la
aplicación de TIC en la mejora de la función representativa; por último, que, gracias a
sus potencialidades, estas tecnologías representan una importante oportunidad para
hacer frente a las imposibilidades técnicas de la democracia directa (Budge 1996,
citado en Cho 2008: 3).
Information and Communication Technologies (ICT) have transformed the private and public sphere of societies. From this, new types of digital citizens have been forged who demand digital services from modern states (Rendueles, 2016). This work ventures into the problem of the use of ICT in the democratic processes of modern societies. Specifically, it is proposed to analyze the use of ICT by modern parliamentary bodies for the establishment of the public agenda. In this sense, this article analyzes ICT application strategies by the Peruvian parliament for the creation of digital deliberative spaces. The choice of this observation unit is based on the fact that this institution, in recent decades, has been characterized by presenting a crisis of representation, as mentioned by Welp (2022), Tanaka (2018) and Muñoz (2021). For this reason, we start from the sociological concept of "public sphere" to design a mixed methodology for the analysis of the creation of digital deliberative spaces by the Peruvian parliament. Said methodology is composed of an analysis of the interactions in the official social networks of the institution and in-depth interviews aimed at analyzing the application strategies by this State actor. We conclude, first, that there are several gaps in the analysis of the relationships that emerge from the application of ICT in the improvement of the representative function; finally, that, thanks to their potential, these technologies represent an important opportunity to face the technical impossibilities of direct democracy (Budge 1996, cited in Cho 2008: 3).
