Abstract

The methodology used involved the review and analysis of normative instruments and publications on integrity of international organizations, as well as conducting an unstructured interview with an integrity policy expert. The main results show that, until mid-2021, there were no parameters to measure the way in which public entities have been implementing transversal actions and that although the Preventive Capacity Index has recently been created as a measurement tool, it is not being applied to all state entities; in addition, there are marked differences in the levels of compliance by the ministries analyzed despite the fact that these are the entities with the greatest possibilities of implementing a culture of integrity
