El fortalecimiento de la función normativa y fiscalizadora a nivel de los Gobiernos Subnacionales y los sistemas administrativos en la Gestión Pública

Resumen
El Estado encuentra su origen en el derecho y este último determina algunas
funciones para determinados órganos en cada nivel de gobierno, dentro de esas
funciones podemos encontrar la función normativa y fiscalizadora a nivel de los
Gobiernos Subnacionales, donde se afrontó desde el origen hasta la actualidad
de una serie de vicisitudes relativas a organización, servicios, competencias,
actos de corrupción, por ello resulta importante el fortalecimiento de la función
normativa y fiscalizadora a nivel de los Gobiernos Subnacionales en sus Leyes
Orgánicas para la realización de estrategias en la mejora de la función normativa
y fiscalizadora en beneficio de aquella población que espera de sus autoridades
la efectiva prestación de servicios públicos e inversiones en servicios básicos
importantes para el desarrollo.
Un aspecto clave para fortalecer la función normativa y fiscalizadora es la
adecuación de los sistemas administrativos, los cuales deben permitir cumplir un
rol de manera efectiva con las funciones para las que fueron establecidos, esto
es relevante frente a los actos realizados a nivel ejecutivo que se pretenda
fiscalizar, particularmente aquellos actos de sus servidores y funcionarios,
siendo fundamental asegurar la efectividad del gasto de los recursos públicos
incidiendo en aquellas inversiones que causan impacto significativo las cuales
deben efectivizarse con calidad, planteando nuevas soluciones en su ejecución,
por ello resulta importante un adecuado acompañamiento para el ejercicio
efectivo de la función normativa y fiscalizadora a nivel de los Gobiernos
Subnacionales y los sistemas administrativos en la Gestión Pública.
The State finds its origin in law and the latter determines some functions for certain bodies at each level of government, within these functions we can find the regulatory and supervisory function at the level of Subnational Governments, where it was faced from the origin to the present. of a series of vicissitudes related to organization, services, competencies, acts of corruption, which is why it is important to strengthen the regulatory and supervisory function at the level of Subnational Governments in their Organic Laws for the implementation of strategies in the improvement of the regulatory and supervisory function for the benefit of the population that expects from its authorities the effective provision of public services and investments in basic services important for development. A key aspect to strengthen the regulatory and supervisory function is the adaptation of the administrative systems, which must allow them to effectively fulfill a role with the functions for which they were established, this is relevant to the acts carried out at the executive level that are intends to supervise, particularly those acts of its servants and officials, it being essential to ensure the effectiveness of the expenditure of public resources by influencing those investments that cause significant impact which must be carried out with quality, proposing new solutions in their execution, which is why it is important to adequate support for the effective exercise of the regulatory and supervisory function at the level of Subnational Governments and administrative systems in Public Management.
