Eficiencia de gasto público en el Programa Estratégico Logros de Aprendizaje: análisis a nivel regional para alumnos de 4º de primaria, 2018

Abstract
La inquietud por abordar este tema se debe a los grandes déficits en rendimiento
escolar en el sistema educativo peruano, pese a que se han implementado diversas
políticas todavía no se consiguen los resultados esperados. En esta investigación
se evalúa la eficiencia del gasto público del Programa Educativo Logros de
Aprendizaje (PELA)1, a nivel departamental, para los estudiantes del 4° de primaria,
en el año 2018. Asimismo, se plantea como hipótesis que aquellos departamentos
que ejecuten el mayor porcentaje de su presupuesto en el PELA obtendrán los
mejores resultados en las pruebas ECE, ya que son los más eficientes. No obstante,
una mayor ejecución del presupuesto no garantiza mejores resultados en los
departamentos, debido a que según otros estudios se deben consideran la influencia
de otros factores sobre el rendimiento de los alumnos. La metodología que se utiliza
presenta dos etapas; en primer lugar, para determinar la eficiencia se usa el modelo
DEA (Data Envelopment Analysis o Análisis Envolvente de Datos) y se utiliza como
variables discrecionales el gasto en el programa y el ratio alumnos-profesor. Luego
de ello se utiliza el modelo Tobit para las variables no discrecionales con la finalidad
de determinar su efecto sobre la eficiencia.
The interest in studying this issue is due to the large deficits in school performance in the Peruvian educational system, despite the fact that various policies have been implemented, the expected results have not yet been achieved. This research evaluates the efficiency of public spending of the Educational Achievement Learning Program (PELA), at the departmental level, for students in the 4th grade of primary school, in 2018. Likewise, it is hypothesized that those departments that execute the higher percentage of your budget in PELA will obtain the best results in ECE tests, since they are the most efficient. However, greater budget execution does not guarantee better results in departments, because there are other factors that influence student performance. The methodology used has two stages; First, to determine efficiency, the DEA (Data Envelopment Analysis) model is used and spending on the program and the student-teacher ratio are used as discretionary variables. After that, the Tobit model is used for the non-discretionary variables in order to determine their effect on efficiency.
