Proyección del poder blando a través de un megaevento deportivo continental: el caso de los Juegos Panamericanos Lima 2019

Abstract

La presente investigación tiene como objetivo explicar las razones por las que diferentes administraciones del Estado peruano le dieron continuidad a un proyecto de organización de un megaevento deportivo como los Juegos Panamericanos Lima 2019. La hipótesis de investigación es que la continuidad del proceso panamericano obedeció a una búsqueda de proyección de poder blando desde el megaevento deportivo que seguía a las aspiraciones del Estado peruano de incrementar su estatus, influencia y prestigio continental. En aras de cumplir con los objetivos se aplicó una metodología de enfoque cualitativo que buscó reconstruir el proceso a partir de entrevistas a profundidad realizadas a los actores involucrados en el megaevento y la revisión de documentación relacionada con los juegos. Dicha data fue contrastada con una propuesta de operacionalización del concepto de poder blando que incluye tres dimensiones: estatus, influencia y estrategia. Como conclusión principal de la investigación se sostiene que la continuidad de los Panamericanos estuvo relacionada con acciones de paradiplomacia realizadas por los actores involucrados en el megaevento, bajo el liderazgo de los entes deportivos, que trajeron como consecuencia que el poder ejecutivo se viera comprometido a seguir adelante con el proyecto. El aporte de esta investigación al campo de las relaciones internacionales es el de reconocer la necesidad de revisar las dimensiones e indicadores del concepto de poder blando para así poder aplicarlo al estudio de países de nivel económico medio con aspiraciones de liderazgo regional como el Perú. Asimismo, propone un uso más extendido del concepto de paradiplomacia tomando como ejemplo las acciones diplomáticas realizadas por órganos como los entes deportivos.

The present research aims to explain the reasons why different administrations of the Peruvian State gave continuity to a project to organize a mega sporting event such as the Lima 2019 Pan American Games. The research hypothesis is that the continuity of the Pan American process obeyed to a search for soft power projection from the sports mega-event that followed the aspirations of the Peruvian State to increase its status, influence and continental prestige. In order to meet the objectives, a qualitative methodology was applied to reconstruct the process based on in-depth interviews with the actors involved in the mega-event and the review of documentation related to the games. This data was contrasted with a proposal to operationalize the concept of soft power that includes three dimensions: status, influence and strategy. The main conclusion of the research is that the continuity of the Pan American Games was related to paradiplomacy actions carried out by the actors involved in the mega-event, under the leadership of the sports entities, which resulted in the commitment of the executive power to continue with the project. The contribution of this research to the field of international relations is to recognize the need to review the dimensions and indicators of the concept of soft power in order to apply it to the study of medium economic level countries with regional leadership aspirations such as Peru. It also proposes a more extended use of the concept of paradiplomacy, taking as an example the diplomatic actions carried out by bodies such as sports entities.
