Abstract
La Junta Militar de Gobierno del general Manuel Odría (1948–1956) marcó un proceso
acelerado de programas de obras públicas para nuevos beneficios sociales de modernidad
y progreso. Ello se materializó en el puerto del Callao ante la creación de la Junta
de Obras Públicas con el decreto-ley No 11008. En el artículo, se analizan los primeros
proyectos de vivienda colectiva experimental promovidas por la JOPC con el fin de
establecer un “Nuevo Callao” y bajo los lineamientos del discurso del gobierno. El análisis
trasciende múltiples escalas, desde políticas nacionales de vivienda, el Plan Regulador de
la provincia del Callao, tres conjuntos habitacionales (Unidad Modelo, Unidad La Perla y
Unidad Vecinal Santa Marina), hasta el estudio de sus tipologías y unidades de vivienda.

This was materialized in the port of Callao once Legislative Decree No. 11008 was passed, hence creating the Board of Public Works (Junta de Obras Públicas del Callao - JOPC). In this article, the first experimental collective housing projects promoted by the JOPC are analyzed in order to establish a “New Callao” under the guidelines of government discourse. The analysis undergoes a revision of multiple scales, from national housing policies, the Regulatory Plan of the province of Callao, three housing complexes (Modelo Housing Unit, La Perla Housing Unit, and Santa Marina Neighborhood Unit), to the study of their housing and building typologies.
