Abstract
La presente investigación, se realizó con dirigentes de las ollas comunes del Asentamiento
Humano de Santa Isabel, quienes trabajan para enfrentar la crisis alimentaria, económica y
social provocada por la pandemia del Covid-19 en Perú. Esta investigación tuvo por objetivo
identificar el nivel de capacidades de planificación de los dirigentes de las ollas comunes del
AA.HH. (Asentamiento Humano) Santa Isabel, el cual está ubicado en el lado oeste del cerro
de El Agustino, en el distrito de El Agustino en Cercado de Lima. Además, se propuso conocer
la relación que tienen las dirigentes con su comunidad. Como hipótesis se propuso que las
dirigentes de las ollas comunes de Santa Isabel cuentan con limitadas capacidades de
planificación estratégica. Esto se debe a que se centran en atender las necesidades del día a día
y no cuentan con proyecciones de su organización en el largo plazo; lo que impide que se
articule la cooperación entre vecinos, la integración social entre las organizaciones locales y la
capacidad de integración en la comunidad. A partir del enfoque de estudio de caso cualitativo
se aplicaron encuestas y entrevistas a dirigentes y vecinos de la comunidad. Se encontró que,
las dirigentes de las ollas comunes han desarrollado habilidades de liderazgo y cuentan con el
apoyo de diversas organizaciones locales, con quienes se han podido capacitar sobre diversos
temas que les permiten fortalecer su comunidad. Sin embargo, esto es algo que aún falta
fortalecer para lograr que las ollas comunes fortalezcan las redes sociales del AA.HH. Santa
Isabel. Para trabajar esta propuesta, se diseñó el proyecto a partir de la teoría del cambio con
dos metodologías participativas: el proceso “P” y el Human Centered Design.
This research was carried out with the leaders of the common pots of the Santa Isabel Human Settlement, who work to face the food, economic and social crisis caused by the Covid-19 pandemic in Peru. The objective of this research was to identify the level of planning capacities in the leaders of the Human Settlement Santa Isabel, which is located on the west side of El Agustino hill, in the district of El Agustino in Cercado de Lima. In addition, it was proposed to know the relationship that the leaders have with their community. As a hypothesis, it was proposed that the leaders of the common pots in Santa Isabel have limited strategic planning capabilities. This is because they focus on meeting day-to-day needs and do not have long-term projections of their organization; This prevents cooperation between neighbors, social integration between local organizations and the capacity for integration in the community to be articulated. Based on the qualitative case study approach, surveys and interviews were applied to the leaders and neighbors of the community. It was found that the leaders of the common pots have developed leadership skills and have the support of various local organizations, with whom they have been able to train on various topics that allow them to strengthen their community. However, this is something that still needs to be strengthened to achieve that the common pots strengthen the social networks of the Human Settlement Santa Isabel. To work on this proposal, the project was designed based on the theory of change with two participatory methodologies: the "P" process and Human Centered Design.
