Resumen
Esta tesis aborda el caso del nuevo aeropuerto internacional que el Gobierno peruano
busca construir en el distrito de Chinchero (provincia de Urubamba, región Cusco). Desde
la primera formulación del proyecto a finales de la década de 1970, la obra sería ejecutada
casi en su totalidad en las tierras de la comunidad campesina de Yanacona convirtiéndola
en la que mayor relación ha tenido con el proyecto y la más afectada desde entonces. El
objetivo principal de la tesis es analizar cómo las expectativas de los comuneros de
Yanacona alrededor del proyecto aeroportuario están presentes en sus prácticas políticas
y económicas ocasionando profundas transformaciones a nivel local. La investigación es
resultado de un trabajo de campo realizado entre 2015 y 2023, y combina el análisis
etnográfico con la revisión de archivos gubernamentales, libros de actas de la comunidad
campesina, así como documentos conservados por los mismos comuneros. La tesis está
compuesta por cinco capítulos que abordan: (1) la historia del proyecto; (2) la genealogía
de las expectativas de los comuneros de Yanacona; (3) el proceso de negociación de las
tierras comunales para construir la infraestructura aeroportuaria; (4) la reubicación de los
comuneros desplazados forzosamente por el aeropuerto; y (5) las tensiones entre
diferentes actores con relación a las transformaciones inducidas por el inicio del proyecto.
El texto está atravesado por el análisis de las formas en que las expectativas alrededor del
proyecto repercuten tangiblemente en la transformación de la sociedad, reconfigurando
las relaciones político-económicas y produciendo nuevas relaciones de desigualdad.
This dissertation examines the case of the new international airport that Peruvian government seeks to build in the district of Chinchero (province of Urubamba, Cusco region). Since the project was first conceived in the late 1970s, the work would be carried out almost entirely on the lands of the Yanacona peasant community, making it the community most closely involved with the project and the most affected by it since then. The main objective of the thesis is to analyze how the expectations of the Yanacona community members regarding the airport project are present in their political and economic practices, leading to profound transformations at the local level. The research is the result of fieldwork carried out between 2015 and 2023, and combines ethnographic analysis with a review of government archives, community records, and documents preserved by Yanacona community members. The thesis is composed of five chapters: (1) the history of the project; (2) the genealogy of the expectations of the Yanacona community members; (3) the process of negotiation over communal lands for the construction of airport infrastructure; (4) the relocation of community members forced to move because of the airport; and (5) the tensions between different actors in relation to the transformations caused by the start of the project. A central theme of the study is the analysis of the ways in which expectations surrounding the project have a tangible impact on the transformation of society, reconfiguring political-economic relations and producing new inequalities.
