Efectos del Acuerdo Comercial entre Perú y la Unión Europea en la creación y desviación comercial

Abstract
La Unión Europea es el tercer destino comercial del Perú. En ese sentido, el
Acuerdo Comercial entre ambos vigente desde el 1° de marzo del 2013 es uno
de los más importantes. El objetivo de esta tesis es analizar los efectos de este
acuerdo en la creación y desviación del comercio. Para ello, se utiliza un
modelo de gravedad aumentado, en el cual se incluyen variables que
representen las características que causen resistencia o propensión al
comercio internacional. La ecuación se estima mediante el método de datos de
panel para una muestra de 58 países durante el periodo de 1998-2018. Los
resultados preliminares muestran que el tratado ha sido relevante en la
intensificación de las importaciones entre ambos socios comerciales. Mientras
que, las exportaciones no se han intensificado. Asimismo, se evidencia que, a
mayor distancia entre los países, presentan menos flujos comerciales entre
ambos debido a mayores costos de transporte. Por otro lado, cuando ambos
países comparten el mismo idioma y/o están situados en el mismo continente
común la relación comercial es más fácil. Estos hallazgos muestran la
existencia de un efecto de creación comercial.
The European Union is the third commercial destination of Peru. In this sense, the Trade Agreement between the two in force since March 1, 2013 is one of the most important. The objective of this thesis is to analyze the effects of this agreement on the trade creation and diversion. To do this, an augmented gravity model is used, which includes variables that represent the characteristics that cause resistance or propensity to international trade. The equation is estimated using the panel data method for a sample of 58 countries during the period 1998-2018. Preliminary results show that the agreement has been relevant in the intensification of imports between the two trading partners. While, exports have not intensified. Likewise, it is evidenced that, the greater the distance between the countries, the fewer trade flows between them due to higher transportation costs. On the other hand, when both countries share the same language and / or are located on the same common continent, the commercial relationship is easier. These findings show the existence of a commercial creation effect.
