Planeamiento estratégico del sector forestal en el Perú

Abstract

Este trabajo consta del Planeamiento Estratégico que se ha desarrollado para el Sector Forestal peruano siguiendo el Modelo Secuencial del Proceso Estratégico (D’Alessio, 2014a). Se tiene por objetivo promover el desarrollo del Sector Forestal, indicando cuáles son sus objetivos y las estrategias necesarias para alcanzar la visión propuesta al 2030. El Sector Forestal peruano posee una riqueza natural a destacar, una gran variedad de especies forestales maderables, hectáreas de bosques de producción permanente y gran potencial para desarrollar plantaciones forestales con fines productivos, recuperación y reforestación de terrenos y bosques deforestados. Debido a que el Sector Forestal Peruano se ha subestimado, hasta la fecha no ha logrado desarrollarse y está muy por detrás de los Sectores Forestales de otros países de Latinoamérica. La tala ilegal, leyes poco claras y la falta de un plan integral han hecho del Sector el menos desarrollado y que no se hayan implementado medidas para evitar la deforestación hasta niveles alarmantes y que requieren atención. El poco desarrollo tecnológico también es otro de los obstáculos que se deben superar para lograr sacar del estado de abandono actual del Sector. En relación a los objetivos, estos se plantearon con el fin de que permitan el crecimiento a corto y largo plazo del aporte del Sector Forestal al PBI nacional y para que se convierta en medio de desarrollo de las diferentes ciudades del Perú donde se encuentran recursos forestales. Es así como la visión para el año 2030 es posicionar al Perú como uno de los mejores productores de madera de calidad a nivel de Latinoamérica, pasar de ser un país importador a uno exportador de madera

This research consists of the Strategic Planning that has been developed for the Peru’s Forest Sector following the Sequential Model of the Strategic Process (D'Alessio, 2014a). It aims to promote the development of the Forest Sector, indicating its objectives and the strategies necessary to reach the vision proposed to 2030. Peru’s Forest Sector has a natural wealth to highlight, a large variety of timber forest species, hectares of forests Permanent production and great potential to develop productive plantations, recovery and reforestation of deforested land and forests. Peru’s Forest Sector has been underestimated, it has not been able to develop well behind the Forestry Sectors of other Latin American countries. Illegal logging, unclear laws and the lack of a comprehensive plan have made the sector the least developed and no measures have been implemented to avoid deforestation to alarming levels and requiring attention. The little technological development is also another of the obstacles that must be overcome in order to get out of the present state of neglect of the Sector. In relation to the objectives, these were designed in order to allow the short- and longterm growth of the contribution of the Forest Sector to the national GDP and to become a means of development of the different Peruvian cities where there are forest resources. Thus, Vision for 2030 is to position Peru as one of the best producers of quality woods in Latin America, from being an importing country to a timber exporter
