Diseño del proceso de conversión del conocimiento individual que produce la inteligencia operativa policial en conocimiento organizacional de la DIRCOTE

Abstract

La seguridad de los ciudadanos peruanos viene siendo afectada por el continuo accionar de las organizaciones terroristas que operan en el país, específicamente, dos facciones de la organización terrorista “Sendero Luminoso” [OT-SL]. La facción autodenominada “Militarizado Partido Comunista del Perú, Marxista-Leninista-Maoísta, principalmente Maoísta” [MPCP-MLM], focalizada en la jurisdicción del Valle de los ríos Apurímac, Ene y Mantaro [VRAEM], liderada por los hermanos Quispe Palomino y, el “Movimiento por Amnistía y Derechos Fundamentales” [MOVADEF] dirigida por el principal dirigente terrorista Abimael Guzmán Reinoso (a) “Gonzalo”, desde su prisión en la Base Naval del Callao, con presencia en diferentes regiones del país y el extranjero. La Dirección Contra el Terrorismo [DIRCOTE] es la unidad policial especializada encargada de la lucha contra el terrorismo, sin embargo, su capacidad operativa se encuentra limitada por la deficiente gestión del conocimiento que produce la Inteligencia Operativa Policial [IOP] para enfrentar el accionar terrorista. Esto se debe a: (i) la pérdida recurrente del conocimiento especializado de la IOP, (ii) la resistencia a compartir las informaciones y conocimiento de la IOP entre los efectivos DIRCOTE, (iii) la carencia de mecanismos para convertir el conocimiento individual de la IOP en conocimiento organizacional y, (iv) la deficiente capacitación y uso de tecnologías no alineadas con la gestión del conocimiento. El proyecto de investigación analiza estas deficiencias recurriendo a la teoría, la experiencia en el sector privado y público para construir un marco teórico que explique sus causas más comunes, con la finalidad de hallar una solución que se constituya en un desafío de innovación. La carencia de mecanismos para convertir el conocimiento individual de la IOP en conocimiento organizacional de la DIRCOTE ha sido el desafío identificado y en base a ello, se ha planteado como solución innovadora el “diseño del proceso de conversión del conocimiento individual que produce la IOP en conocimiento organizacional de la DIRCOTE”. Este proceso permitirá transferir el conocimiento individual de sus integrantes hacia la organización policial, para que esté al alcance de todos. El conocimiento será adquirido a través de la selección de las mejores lecciones aprendidas y de los mayores espacios de mejora, permitiendo potenciar las capacidades operativas de la unidad policial.

The security of Peruvian citizens has been affected by the continuous actions of terrorist organizations operating in the country, specifically, two factions of the terrorist organization "Sendero Luminoso" [Shining Path] [OT-SL]. The faction calling itself "Militarized Communist Party of Peru, Marxist-Leninist- Maoist, mainly Maoist" [MPCP-MLM], focused on the jurisdiction of the Apurimac, Ene and Mantaro River Valley [VRAEM], led by the Quispe Palomino brothers and, the "Movement for Amnesty and Fundamental Rights" [MOVADEF] led by the main terrorist leader Abimael Guzmán Reinoso (a) "Gonzalo", from his prison in the Callao Naval Base, with presence in different regions of the country and abroad. The Counter-Terrorism Directorate [DIRCOTE] is the specialized police unit in charge of the fight against terrorism; however, its operational capacity is limited by the deficient management of the knowledge produced by the Police Operational Intelligence [IOP] to confront terrorist actions. This is due to: (i) the recurrent loss of specialized IOP knowledge, (ii) the resistance to share IOP information and knowledge among DIRCOTE personnel, (iii) the lack of mechanisms to convert individual IOP knowledge into organizational knowledge and, (iv) the deficient training and use of technologies not aligned with knowledge management. The research project analyzes these deficiencies using theory, experience in the private and public sector to build a theoretical framework that explains their most common causes, with the purpose of finding a solution that constitutes an innovation challenge. The lack of mechanisms to convert the individual knowledge of the IOP into DIRCOTE's organizational knowledge has been the challenge identified and based on this, the "design of the process to convert the individual knowledge produced by the IOP into DIRCOTE's organizational knowledge" has been proposed as an innovative solution. This process will allow transferring the individual knowledge of its members to the police organization, so that it is available to all. The knowledge will be acquired through the selection of the best lessons learned and the greatest areas for improvement, allowing to enhance the operational capabilities of the police unit.
