Planeamiento estratégico para la región Ucayali

Abstract

El objetivo principal de esta tesis es realizar la evaluación, análisis e identificación de las oportunidades y potencialidades de la región Ucayali, así como reconocer sus fortalezas, amenazas y debilidades, para, a partir de ello, formular estrategias que permitirán alcanzar la visión y misión propuestas para la región, a fin de que en el año 2027 Ucayali sea reconocida como un destino turístico importante de la selva amazónica, ofreciendo un turismo vivencial natural y siempre rodeado de la flora y fauna típica de la región. Otra actividad que destaca es la exportación de productos propios, como la madera, el Paiche y el camu-camu, los cuales en los últimos años se comercializan más y brindan un aporte a la economía regional, logrando que la demanda hacia el exterior sea cubierta en su totalidad y que incluso crezca con un mayor valor agregado y que no solo se quede en materia prima. Asimismo, se ha realizado una evaluación de los recursos utilizando el Diamante de Porter para identificar las ventajas competitivas frente a otras regiones con las que comparte actividades y oficios, como Loreto y San Martín, lo que permitió identificar las debilidades que se deben contrarrestar y fortalecer. Se determinó que actividades económicas como la agroindustria, la explotación acuícola y forestal o el turismo cuentan con gran potencial de desarrollo y crecimiento sostenido si es que existe una gestión orientada a generar sinergias entre el sector público y el privado y así atraer a los inversionistas extranjeros. Se ha visto también que es preciso concentrar para lograr mayor inversión en las vías de transporte y comunicación. Ucayali se encuentra ubicada en una zona geográficamente estratégica, pues cuenta con puertos que conectan las actividades comerciales de la selva amazónica con otras ciudades y países cercanos al Atlántico y al Brasil. Las estrategias propuestas en este trabajo permitirán desarrollar las acciones sugeridas y generar mayor empleo, con la finalidad de lograr el bienestar social de toda la población.

The main objective of this thesis is to evaluate, analyze and identify of the opportunities and potential of the Ucayali region, as well as to recognize its threats, strengths and weaknesses, in order to formulate strategies that will allow them to achieve the vision and mission proposals for the region, with the aim that in the year 2027 Ucayali will be recognized as an important Amazon rainforest tourist destination, offering a natural living tourism and always surrounded by the flora and fauna typical of the region. Another activity that stands out is the export of local products, such as wood, paiche and camu-camu, which in recent years have become more commercial and contribute to the regional economy, satisfying the external demand in its totality and adding value, not only raw material. Likewise, an evaluation of the resources has been carried out using the Porter Diamond to identify the competitive advantages over other regions with which it shares activities and trades, such as Loreto and San Martín, which allowed identifying the weaknesses that must be counteracted and strengthened. It was determined that economic activities such as agro-industry, aquaculture and forestry exploitation or tourism have great potential for development and sustained growth if there is a management aimed at generating synergies between the public and private sectors and thus attracting foreign investors. It has also been seen that efforts must be concentrated to achieve greater investment in transport and communication routes. Ucayali is located in a geographically strategic area, since it has ports that connect the commercial activities of the Amazon rainforest with other cities and countries near the Atlantic and Brazil. The strategies proposed in this project will allow the development of the suggested actions and generate more employment, in order to achieve the social welfare of the entire population.
