Gestión regional del conflicto socioambiental con la empresa Southern en Tacna. Periodo 2007 - 2018
Abstract
El conflicto social es la exteriorización de un problema sin resolver. Problema que
se genera porque quienes creen disfrutar de situaciones más ventajosas buscan
asegurarlas para no perderlas y otros, los perjudicados, desean mejorarla. Es
decir, los conflictos sociales evidencian una determinada relación que genera
ventajas para unos y desventajas para otros. Esta situación constituye el
problema social detrás del conflicto.
La presencia de la empresa Southern en Tacna data desde la década del
cincuenta. Toquepala, yacimiento minero que explota esta empresa, se ubica en
la provincia de Jorge Basadre, pero las aguas superficiales y subterráneas que
usa para la mina lo extrae de la cuenca alta del río Locumba en la provincia de
Candarave. La disponibilidad del recurso hídrico ha ido disminuyendo y en el
2009 el Ministerio de Agricultura declaró agotados los recursos hídricos
superficiales de la cuenca del río Locumba. La escasez de agua afecta la
agricultura y la ganadería de la población de Candarave, pues la dotación
recibida no es la misma que antes, en cambio Southern continúa aprovechando
la cantidad autorizada. Esto genera descontento en la población candaraveña,
no sólo porque Southern no es afectada con la escasez del agua, sino porque
consideran que consume las aguas de mejor calidad, extrae más de lo autorizado
y esta práctica es la que habría producido la sequía.
La tesis analiza la gestión del problema de la escasez del recurso hídrico que da
lugar al conflicto socioambiental con la empresa Southern. Para ello se investigan
tres periodos de gobiernos regionales en Tacna, con la finalidad de conocer
cómo, cada uno, ha abordado dicho problema. Cada gestión regional ha tenido
una particularidad al respecto. En general, se observa más un debate sobre la
viabilidad de la minería que el debate sobre el modelo de desarrollo para Tacna
que considere el problema del recurso hídrico.
