Valor económico de la calidad del agua: inferencias a partir de la demanda residencial de agua potable considerando percepción imperfecta de precios y complementariedad débil de las preferencias
Abstract
Nuestro estudio aproxima una medida conservadora de la disposición a pagar (WTP) de las familias por evitar una reducción de la calidad bacteriológica del agua potable que consumen. Para ello se propone recuperar las preferencias individuales utilizando la función de demanda marshalliana por un bien privado que, se presume, es débilmente complementario a la calidad del agua: el volumen de agua potable consumido por el hogar. En la lógica de Mäller (1974) y Larson (1991), la existencia de una relación de complementariedad débil entre cantidad y calidad nos permite inferir el cambio en el bienestar ocasionado por un deterioro de la calidad bacteriológica a partir de las variaciones en el consumo residencial de agua potable del hogar. Utilizando la información de la ENAHO para Lima y Callao entre 2010 y 2014 se estima la demanda residencial de agua potable. En línea con la literatura se encuentra que la demanda es inelástica en precios (elasticidad -0.63) y que el agua es un bien normal y necesario (elasticidad renta positiva y acotada entre 0 y 1). Una contribución interesante resulta de la aplicación del Test de Opaluch (1982) para discernir entre el precio marginal y el precio promedio como variable de elección para el consumidor. De esta prueba se concluye que los usuarios responden al precio promedio lo que es indicio de que existen asimetrías de información para la toma de decisiones. Finalmente, la evaluación de bienestar estima que la WTP promedio del hogar oscila entre 3.4 y 5 soles mensuales. Agregado a nivel del total de conexiones domiciliarias existentes en 2014, la WTP ascendería a 6.3 millones de soles. Esta cifra representa el valor del incremento en los costos que las familias estarían dispuestas a pagar a fin de contar con un servicio que garantice niveles adecuados de calidad.
