Luchando contra la informalidad en el transporte terrestre de las personas : el caso de coordinación de la sede desconcentrada Junín de la Superintendencia de Transporte Terrestre, Carga y Mercancias
Abstract
La informalidad en el Transporte Terrestre de Personas se define como el
desplazamiento sin autorización de personas en las vías terrestres. La presencia
de los transportistas informales en las vías nacionales trae graves
consecuencias, entre las que se encuentran las fuertes pérdidas económicas de
las empresas de TTP formal y la gran magnitud de accidentes de tránsito
ocasionados por los informales. Desde el Estado, la autoridad competente de la
fiscalización al TTP informal en el ámbito nacional es la Superintendencia de
Transporte Terrestre, Carga y Mercancías, la cual tiene sedes desconcentradas
-llamadas Unidades Desconcentradas- que se encargan de hacer cumplir la
normatividad en las regiones del país. En el presente estudio, se trabajará con
un caso de relativo éxito en la lucha contra la informalidad en Transporte
Terrestre de Personas en el ámbito nacional: la sede desconcentrada de Junín.
Así, analizar un caso de relativo éxito permitirá evaluar en qué difiere este de los
otros casos y cuáles son las posibles acciones que se pueden implementar,
desde la autoridad competente, para resolver los problemas del sector.
Asimismo, se demostrará que es fundamental la “buena coordinación” que la
sede desconcentrada de Junín sostiene con las distintas instituciones que tienen
competencias en el ámbito de transporte para generar acuerdos que fortalezcan
los operativos de fiscalización al TTP informal, teniendo como fin la mejora de su
capacidad. Al respecto, en la presente investigación se utilizarán los conceptos
de “capacidad estatal a nivel subnacional” y de “coordinación en las políticas
públicas”. Finalmente, la investigación indicará que lo que contribuyó a la buena
efectividad en la lucha contra el TTP informal fue una burocracia activa que ha
desarrollado una buena coordinación con otras instituciones y ha encontrado
buena receptividad de ellas.
