Asegurando el valor en proyectos de construcción: una guía estratégica para la clasificación, evaluación y selección de sistemas de un proyecto de construcción
Abstract
Un proyecto de ingeniería civil está compuesto por diversos sistemas o componentes, los
cuales están enfocados a satisfacer las necesidades del cliente. En este sentido, en un
proyecto de construcción se pueden tener sistemas relativos a la estructura principal, las
instalaciones eléctricas y sanitarias, el aire acondicionado, entre otros.
En la práctica usual, la clasificación de estos componentes se basa únicamente en los
elementos comunes a proyectos previos, o en las especificaciones dadas en el diseño.
Este enfoque tradicional, se adecúa únicamente a aquellos “Sistemas Duros”, que se rigen
bajo parámetros netamente técnicos y desarrollados en normativas rigurosas. Sin
embargo, aquellos sistemas con características flexibles como funcionalidad, confiabilidad,
etc. denominados “Sistemas Blandos”, requieren de una clasificación diferenciada que
permita su óptima evaluación.
Por lo tanto, con un análisis inadecuado de los sistemas, las expectativas del cliente y del
usuario son sub-atendidas, al despreciar los beneficios de los Sistemas Blandos midiendo
equívocamente su desempeño; y se reduce las posibilidades de ahorro en las inversiones
durante el desarrollo sostenible del proyecto de construcción.
En este contexto, es necesario disponer y aplicar, herramientas y modelos que estructuren
estas diversas características, bajo una clara diferenciación entre los sistemas blandos y
rígidos, del proyecto. El objetivo debe ser optimizar la evaluación y selección, bajo un
único enfoque técnico-económico.
La presente investigación desarrolla y propone un modelo matemático que permite realizar
esta clasificación, evaluación y selección de los diferentes sistemas que conforman el
proyecto de construcción. Para el diseño de este modelo, se realizó una revisión de
distintos procedimientos en el manejo de variables de un sistema -algunos normalizados
por la ASTM- y un análisis del proceso de toma de decisiones, y su comparación con las
fases del proyecto de construcción, estudiado por el Instituto Nacional de Estándares y
Tecnología de EUA y distintas investigaciones doctorales.
De esta manera, la metodología converge en una ponderación final de los desempeños
monetarios y no monetarios de los sistemas, la cual se estructura bajo dos pilares básicos:
a) un método de análisis de decisión multiatributo (MADA), específicamente el Analytical
Hierarchy Process, que maneja beneficios cualitativos; y b) el cálculo del costo a lo largo
del ciclo de vida (LCC), que valora la sostenibilidad del sistema.
Finalmente, se realizó una verificación de las bondades del modelo propuesto y la facilidad
del software sugerido, mediante el análisis en la implementación de un sistema de aire
acondicionado en un Centro Médico. En síntesis, esta investigación constituye una
herramienta y un aporte a la innovación tecnológica, mediante la aplicación de modelos en
el proceso de toma de decisiones para agregar valor a los proyectos de construcción.
