Behavioural Insights en mensajes móviles para el aplicativo Alerta Registral de la SUNARP

Abstract

El Registro de Predios de los Registros Públicos de la Superintendencia Nacional de Registros Públicos – SUNARP, cumple un rol importante en la seguridad jurídica y por ende en el desarrollo de la economía peruana. Una herramienta que es determinante en el cumplimiento del rol mencionado es Alerta Registral porque emite mensajes que alertan sobre el accionar delictivo de suplantadores y falsificadores que intentan vulnerar la seguridad jurídica de los Registros Públicos. En tal sentido, la presente investigación ha evaluado la suscripción de los predios en el servicio de Alerta Registral, encontrando brechas en la suscripción, especialmente antes de la creación de la suscripción de oficio. La suscripción de oficio es una forma de afiliación en Alerta Registral que efectúa SUNARP cuando inscribe una transferencia de propiedad en el Registro de Predios. El proyecto de innovación plantea la introducción de un nuevo contenido de mensajes que se basan en los behavioural insights y en la Economía del Comportamiento, los cuales están dirigidos a todos los usuarios del Registro de Predios que no se encuentran suscritos en Alerta Registral. Para lograr tal finalidad, se aprovechará la oportunidad que ofrece la tendencia de la sociedad peruana por incorporar los smartphones a su estilo de vida, de manera que le permitan a la entidad enviar mensajes directos que den a conocer a Alerta Registral. La literatura indica que estos mensajes pueden parcialmente contribuir a la solución del problema de la cobertura de una manera costo-efectiva.

The Land Registry from SUNARP plays an important role in legal security and therefore in the development of the Peruvian economy. A decisive tool is Alerta Registral because it sends messages that warn about the criminal actions of impersonators and counterfeiters that attempt to violate the security of Public Registries. In this sense, this research has evaluated the subscription of the properties in Alerta Registral, finding a subscription gap that is before the creation of the official subscription. An official subscription is a form of subscription to the Alerta Registral that SUNARP carries out when this institution registers a property transfer in the Land Registry. The innovation project proposes the introduction of a new message content that are based on behavioural insights and behavioral economics which are aimed at all users of the Land Registry who are not subscribed to Alerta Registral. In order to achieve this purpose, the innovation takes advantage of the tendency of peruvian society to use smartphones so that messages can be sent directly to publicize Alerta Registral. The literature indicates that these messages may partially contribute to the solution of the coverage problem in a costeffective way.
