Innovación en el proceso de coordinación y optimización del empleo de los medios aéreos para incrementar la calidad en la extinción de incendios forestales por parte de la FAP en el territorio peruano

Abstract

Los incendios forestales en el Perú han venido incrementándose año a año convirtiéndose en un problema que el Estado peruano tiene que afrontar para evitar pérdidas materiales y de vidas humanas en la sociedad, con el respectivo impacto en la vida económica y social de los ciudadanos. La FAP como integrante del Estado y de acuerdo a ley, participa directamente en la extinción de estos incendios, para lo cual, emplea aeronaves y personal disponibles para tal fin. Sin embargo, la respuesta de la FAP a estos eventos no es del todo oportuna, ya que se vienen perdiendo varias miles de hectáreas de bosques o pastizales, viviendas, animales de cría, vidas humanas y el respectivo impacto ecológico propio de este tipo de desastres. Al respecto, el presente estudio mediante el empleo de diferentes herramientas determinó que el proceso de coordinación necesita una mejora sustancial, para que la FAP pueda determinar su participación en estos eventos y cuando lo haga sea en oportunidad que evite las perdidas antes mencionadas. El proyecto de innovación está orientado a dos procesos, el primero es de coordinación, la existente entre el ciudadano y la FAP, ya que si queremos una respuesta inmediata, la información sobre la ocurrencia de un incendio forestal debe llegar a la FAP de la manera más rápida, a través de una central telefónica tipo 911; el segundo de verificación, que permita la verificación del incendio forestal por parte de la FAP, esta verificación determinará la participación de la FAP o no en el mismo. Así mismo, el proyecto en mención ha seguido la guía determinada por la Escuela de Gobierno y Políticas Públicas de la Pontificia Universidad Católica del Perú, el cuál determina que este proyecto de innovación contenga cuatro capítulos, los cuales fueron desarrollados de acuerdo a la mencionada guía.

The forest fires in Peru have been increasing year per year. Becoming a problem which the Peruvian government has to face to avoid material and human life losses in society, with the respective impact in the citizens economic and social life. As a member of the State and according to law the FAP participates directly in the extinction of these fires, for which, it uses airline and personal available for this purpose. However, the FAP’s response to these events is not entirely timely, since several miles of hectares have been lost of forests or grasslands, homes, livestock, human lives and the respective ecological impact, typical of this type of disasters. In this regard, the present study through the use of different tools determine that the coordination process needs a substantial improvement, so that the FAP can determine its participation in these events and when it does it be in opportunity to avoid the already mentioned losses. The innovation project its orientated in two processes. The first one is of coordination, the existing between the citizen and the FAP, since if we want an immediate response, the information of the occurrence of a forest fire must reach the FAP in the fastest way possible, through a telephone exchange type 911. The second one of verification that allows the verification of the forest fire by the FAP, this verification determines the FAP’s participation or not in it. Likewise, the project in mention has followed the determined guidance by the School of Government and Public Policies of the Pontifical Catholic University of Peru, which determines that this innovation project contains four chapters, which were developed according the already mentioned guidance.
