El control previo y simultáneo medio para asegurar la formulación eficiente del plan anual de contrataciones del Congreso de la República – período 2014

Abstract

Este trabajo de investigación radica en la correlación del control interno—previo y simultáneo—y el Plan Anual de Contrataciones en el Congreso de la Republica de Perú correspondiente al año 2014. El desarrollo de la investigación menciona la teoría del control gubernamental; ya que este se fundamenta en la prevención y verificación mediante la aplicación de principios, sistemas y procedimientos técnicos y gestión de los recursos y bienes del Estado para cumplimiento de metas; también identifica las deficiencias ocurridas con relación a la elaboración del Plan Anual de Contrataciones (PAC) en la gestión del periodo mencionado. En este sentido, será analizada la capacidad técnica del funcionario para el ejercicio de las competencias propias del cargo y la ausencia de controles internos para la gestión adecuada y eficiente para la ejecución del Plan Anual de Contrataciones. Por otro lado, se busca señalar cómo debe gestionarse el control para lograr resultados eficientes y efectivos en la elaboración del PAC del Congreso de la República del Perú.

This paper shows the correlation of the internal previous and simultaneous control for the Annual Plan of Contracts (PAC, according to initials in spanish) in the Congress of the Republic of Peru corresponding to the year 2014. The development of the research mentions the theory of governmental control ;as it is based on prevention and verification through the application of principles, systems and technical procedures and management of resources and assets of the State for the achievement of goals; it also identifies the deficiencies that occurred in relation to the preparation of the Annual Procurement Plan (PAC) in the management of the mentioned period. In this sense, the technical capacity of each official position will be analyzed for the exercise of the competencies of the position and the ethical capacity of the official position related to the need to have an adequate and efficient PAC.On the other hand, it seeks to indicate how control should be managed to achieve efficient and effective results in the elaboration of the PAC of the Congress of the Republic of Peru.
