Participación ciudadana para la seguridad ciudadana : demandas de segregación y vigilancia en un distrito socioeconómico alto en Lima

Abstract

La investigación aborda la problemática identificada por las autoridades locales respecto a la participación ciudadana para el control de la inseguridad en el distrito (de clase alta) de San Isidro (Lima, Perú) en el periodo 2015-2017. Es un estudio exploratorio basado en sistematización de datos cuantitativos (de incidencias reportadas en las comisarías del distrito y en el Sistema de Atención Vecinal de la municipalidad) y uso de herramientas cualitativas (sistematización de normativa y planes de seguridad municipales, y entrevistas a funcionarios y trabajadores de la Municipalidad de San Isidro, y a miembros de las juntas vecinales). El estudio permite mostrar que las demandas de seguridad de las juntas vecinales de San Isidro están relacionadas sobre todo a aspectos vinculados al orden púbico, ornato y a la presencia física de personas “extrañas”: demandas ciudadanas asociadas a la seguridad que priorizan una agenda basada en el miedo, el temor a lo extraño y la segregación urbana.

This research tackles the problem identified by local authorities regarding community involvement for controlling insecurity in the (high class) district of San Isidro (Lima, Peru) during 2015-2017 period. It is an exploratory study based on the systematization of quantitative data (systematization of incidence reported in the police stations of the district and Neighbourhood Service System of the Municipality of San Isidro) and the use of qualitative methods (systematization of regulations and district security plans, and interviews to workers of the Municipality of San Isidro and members of the neighbourhood councils). This research concludes that the security demands of the neighbourhood councils of San Isidro are mainly related to public order and the physical presence of “strange” people. Citizen demands associated with security can also prioritize an agenda based on fear, worry of the unknown and urban segregation.
