Desarrollo Económico Territorial: Modelo de cogestión para el turismo sostenible y el desarrollo local en el Valle del Colca y Valle los Volcanes de Andagua; región Arequipa. 2015 a 2017
Abstract
A pesar de que la región Arequipa tiene uno de los índices más bajos de pobreza del país, aún existen grandes desigualdades entre la capital regional y las provincias más alejadas, especialmente los ámbitos rurales. Paradójicamente, existen provincias con importantes dinámicas mineras y flujos turísticos, que dinamizan la economía regional, pero no benefician directamente a los pobladores locales. Por ello, y teniendo en cuenta sus potencialidades territoriales, un grupo de actores locales de la región Arequipa han conformado un Comité de Gestión para la creación del Geoparque Colca y Volcanes de Andagua, con el objetivo de incrementar el desarrollo económico local a través del turismo sostenible.
La investigación recoge las estrategias utilizadas para la movilización de actores y el proceso de implementación del Comité de Gestión, que se constituye como un espacio de cogestión territorial para impulsar el desarrollo sostenible. Los miembros del Comité son actores institucionales del ámbito provincial regional, y nacional, quienes a través de la incidencia política han hecho visible la necesidad de un geoparque en las provincias de Caylloma y Castilla, logrando incluso la publicación de leyes a favor de la iniciativa e incorporándola dentro de la agenda política regional.
Este documento analiza las estrategias de comunicación utilizadas por el Comité de Gestión, los procedimientos para promover la participación, la concertación y la articulación; así como también los conocimientos y las percepciones de los diversos actores sociales. Todo esto, con el fin de elaborar una propuesta que fortalezca esta iniciativa de desarrollo económico territorial y lograr la sostenibilidad y participación ciudadana que es un aspecto por trabajar.
La presente investigación es un estudio de caso cuya naturaleza es cualitativa, por tanto, los hallazgos son aplicables sobre todo al ámbito estudiado y en algunos casos parcialmente a territorios con características similares
