Mapeo de procesos (actuales y mejorados) e implementación de una aplicación informática web responsive como soporte tecnológico a los procesos mejorados para enfrentar el inoportuno desplazamiento de cargo en la División de Movimiento de Recursos Humanos de la Dirección de Recursos Humanos perteneciente a la Policía Nacional del Perú durante el periodo 2015-2017

Abstract

En el marco del proyecto de innovación desarrollado como trabajo aplicado en la Escuela de Gobierno y de Políticas de la PUCP, se identificó el problema público de tipo técnico “Inoportuno Desplazamiento de Cargo en la División de Movimiento de Recursos Humanos perteneciente a la Policía Nacional del Perú durante el periodo 2015-2017”. A causa de esta intervención, desde el año 2018 se viene implementando progresivamente a nivel nacional el prototipo de innovación final, enfocado en generar valor público en los beneficiarios del servicio, de forma que la institución se beneficie con el uso eficiente de sus recursos (en las operaciones policiales) y el ciudadano beneficiario (efectivo policial) disfrute de un proceso de Desplazamiento de Cargo simple y efectivo, que conlleve el mínimo esfuerzo posible. Para solucionar el problema público siguiendo la metodología PUCP (2019) se procedió a desarrollar un prototipo de alta resolución para eliminar (o mitigar en el mayor grado posible) el problema con los recursos disponibles y aportar positivamente a la realización de las operaciones policiales. El prototipo final de innovación obtenido fue validado por los involucrados desde el punto de vista de su deseabilidad, factibilidad, viabilidad y garantizar su sostenibilidad en el tiempo. Después de las validaciones mencionadas se procedió a implementar el prototipo final de innovación y a entregarlo al órgano encargado de su despliegue e implementación progresiva a nivel nacional. Con datos del 2018, fecha posterior a la entrega del prototipo de innovación, se evidencia sensible mejora en la “oportunidad” del Desplazamiento de Cargo.

The final prototype of innovation obtained was validated by those involved from the point of view of its desirability, feasibility, viability and ensuring its sustainability over time. After the above validations, the final prototype of innovation was implemented and delivered to the body responsible for its deployment and progressive implementation at the national level. With data from 2018, the date after the delivery of the innovation prototype, there is evidence of a noticeable improvement in the "opportunity" of the Cargo Displacement.
