Reducción de los índices de inseguridad ciudadana por baja incidencia de delitos contra el patrimonio en el distrito de Chorrillos, durante el periodo 2011-2016

Abstract

En Perú, la criminalidad, así como la delincuencia resultan ser ambas las manifestaciones evidentes que más resaltan respecto a la violencia actual. Corroborando lo antes indicado, tenemos que en las zonas urbanas se hace frente a altas tasas de delincuencia que amenazan la seguridad de sus pobladores, no siendo muy alentadores los resultados de dicha confrontación. Por lo cual, se desprende que estamos con que la violencia ha llegado a convertirse en un problema que compromete a toda la sociedad, creándose la necesidad de que se implementen medidas que realmente tengan un impacto en la población para lograr reducirla. El distrito Chorrillos, según el Anuario Estadístico de la Criminalidad y de Seguridad Ciudadana 2011-2016-INEI, se encuentra en el cuarto lugar de las treinta jurisdicciones distritales a nivel nacional que tiene mayor cantidad de denuncias relacionadas a delitos; así también, se ubica en el mismo puesto de la misma cantidad de distritos también a nivel nacional con más denuncias por haberse cometido actos delictivos que atentan contra los bienes patrimoniales de las personas en sus diferentes formas. El proyecto de innovación, permitirá lograr el resultado que se espera, relacionado a la reducción de las cifras sobre hechos que de manera directa afecten la seguridad del ser humano, y que son perpetrados contra sus bienes patrimoniales en el distrito de Chorrillos; requiriéndose dejar de lado la débil institucionalidad dentro del CODISEC-Chorrillos, con la cual no ha sido posible realizar un verdadero trabajo o accionar articulado y a la vez coordinado entre todos los integrantes, quienes son responsables de llevar a cabo la estrategia adecuada para combatir las actividades o acciones que atentan directamente contra la seguridad de la ciudadanía en el distrito. En resumen, comprobar la efectividad que representaría el hecho de que se realice un trabajo articulado y coordinado entre los integrantes del CODISEC, se vería reflejado en el resultado valorado por la población, al haberse reducido el accionar delictivo en las zonas denominadas críticas de acuerdo al mapeo de riesgo, formulado este último en un trabajo coordinado entre las comisarías y Subgerencia responsable de seguridad ciudadana de Chorrillos

In Peru, criminality, as well as crime, turn out to be both the most evident manifestations that stand out against the current violence. Corroborating the above, we have in urban areas is faced with high crime rates that threaten the safety of its residents, not very encouraging results of such confrontation. Therefore, we can see that violence has become a problem that commits society as a whole, creating the need to implement measures that really have an impact on the population in order to reduce it. The Chorrillos district, according to the Statistical Yearbook of Crime and Citizen Security 2011-2016-INEI, is in the fourth place of the thirty district jurisdictions nationwide that has the highest number of complaints related to crimes; likewise, it is located in the same position of the same number of districts also at the national level with more complaints for having committed criminal acts that attempt against the patrimonial assets of people in their different forms. The innovation project will make it possible to achieve the expected result, related to the reduction of figures on facts that threaten the safety of the people perpetrated against their patrimonial assets in the district of Chorrillos; requiring to leave aside the weak institutionality within the CODISEC-Chorrillos, with which it has not been possible to carry out a real work or articulated and coordinated action among all the members, who are responsible for carrying out the appropriate strategy to combat the actions that threaten the security of citizenship in the district. In summary, to verify the effectiveness that would be represented by the fact that an articulated and coordinated work is carried out among the members of CODISEC, would be reflected in the result valued by the population, since criminal activity has been reduced in the so-called critical areas according to the risk mapping, formulated this last one in a coordinated work between the police stations and Assistant Manager in charge of citizen security of Chorrillos.
