Fondo de Inclusión Social Energético en zona de Manchay en el distrito de Pachacamac – Lima 2015: ¿bienvenida la calidad de vida?

Abstract

El Fondo de Inclusión Social Energético (FISE) tiene la finalidad de fomentar a través de su intervención el uso y consumo de energías limpias, reemplazando los combustibles que contaminan y afectan la salud de las personas y el medio ambiente a través de la masificación del uso del gas natural en los sectores más vulnerables de la población, la ampliación de la frontera energética a través del uso de energía renovables y la promoción para el acceso al GLP (Gas Licuado de Petróleo). Desde que el FISE iniciara sus actividades en el año 2012 hasta finalizar el ejercicio 2015 el número de personas beneficiadas inscritas en el padrón FISE llegó a 1'356,968. De acuerdo a los resultados hallados respecto a los factores que repercuten en el proceso de gestión del FISE para mejorar la calidad de vida de los beneficiarios de la zona Manchay, distrito de Pachacamac, los beneficiarios no identifican que el programa los ayudase a mejorar su calidad de vida a través de la masificación del uso de los balones de gas. Sobre la percepción de los beneficiarios respecto a la implementación del FISE y su relación con la disminución de la pobreza energética, los beneficiarios identifican al FISE solo como un programa que reparte vales de gas y no tiene otro tipo de beneficio. Asimismo, acerca de si los criterios de selección que utiliza el FISE garantizan que los beneficiarios estén acordes con el objetivo del Programa se evidenció que estos van acorde con su diseño, pero es necesario incorporar otros aspectos como la evaluación socioeconómica los cuales deben ser verificados previamente a recibir el servicio en los usuarios potenciales. Finalmente, respecto a si es que el acceso al GLP contribuye con el cuidado del medio ambiente, los beneficiarios no relacionaron este beneficio como una forma de energía limpia que cuida el medio ambiente o con el FISE directamente. La investigación será de tipo diagnóstica en tanto busca conocer las características, las condiciones así como el contexto en el que se desarrolla el FISE (zona de Manchay, distrito de Pachacamac). Las unidades de análisis las constituyen el Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN) y el FISE a través de sus funcionarios, Luz del Sur como empresa de distribución eléctrica y las empresas distribuidoras de GLP; y los beneficiarios del FISE. Las fuentes de información primarias son la recolección de información a partir de entrevistas semiestructuradas y cuestionarios; y las fuentes secundarias datos bibliográficos recogidos a partir de la legislación nacional, reportes oficiales, informes, memorias anuales, presentaciones oficiales, revistas e internet. El universo se encuentra conformado por las 381 personas beneficiarias del FISE durante el año 2015 en la zona de Manchay, distrito de Pachacamac. La muestra ha sido seleccionada por juicio y conveniencia y está determinada por un número representativo del universo, esto es, 40 beneficiarios entre activos, excluidos y/o inactivos; 03 agentes distribuidores de GLP y 02 funcionarios del Programa FISE (un representante de OSINERGMIN y 01 relacionista de Luz del Sur). Los resultados obtenidos se han estructurado en base al objetivo general de la investigación el cual consiste en conocer cómo se están implementando los componentes del Fondo de Inclusión Social Energético para mejorar la calidad de vida de los pobladores de la zona Manchay, distrito de Pachacamac. De esta manera, con la investigación se espera contribuir a la mejora del FISE en cuanto al cumplimiento de los objetivos para los que fue creado.

The Energy Social Inclusion Fund (FISE by its acronyms in Spanish) has been established with the aim of promoting through its intervention the use and consumption of clean energy, replacing the fuels that contaminate and affect the health of people and the environment through of the massification of the use of natural gas in the most vulnerable sectors of the population, the expansion of the energy frontier through the use of renewable energy and the promotion of access to LPG (Liquefied Petroleum Gas). Since FISE began its activities in 2012 until the end of fiscal year 2015, the number of beneficiaries enrolled in the FISE register reached 1'356,968. According to the results found about the factors that affect the management process of the FISE to improve the quality of life of the beneficiaries of the Manchay area, district of Pachacamac, the beneficiaries do not identify that the program helped them to improve their quality of life through the massification of the use of gas cylinders. On the perception of the beneficiaries regarding the implementation of the FISE and its relationship with the reduction of energy poverty, the beneficiaries identify the FISE only as a program that distributes gas vouchers and has no other type of benefit. Likewise, about whether the selection criteria used by the FISE guarantee that the beneficiaries are in agreement with the objective of the Program, it was evident that these are in accordance with its design, but it is necessary to incorporate other aspects such as the socioeconomic evaluation which must be previously verified to receive the service in the potential users. Finally, regarding whether access to LPG contributes to the care of the environment, the beneficiaries did not relate this benefit as a form of clean energy that takes care of the environment. The research will be of diagnostic type as it seeks to know the characteristics, conditions and the context in which the FISE is developed in the area of Manchay, Pachacamac district. Taking as units of analysis: i) state institutions such as OSINERGMIN and FISE through its officials; ii) Luz del Sur as an electricity distribution company and LPG distribution companies; And iii) FISE beneficiaries. The sources of information will be the primary sources: collection of information from semi-structured interviews and questionnaires; And, secondary: bibliographical data collected from national legislation, official reports, reports, annual reports, official presentations, magazines, internet. The universe is made up of people who have participated in FISE during the year 2015 in the district of Pachacamac, Manchay area. Universe refers to the total beneficiaries of FISE 381 beneficiaries. The sample has been selected for trial and convenience and would be determined as a representative number of the universe, ie 40 beneficiaries (active, excluded and / or inactive), 03 LPG distributors and 02 FISE OSINERGMIN and 01 relation of Light of the South). The results obtained have been structured based on the general objective of the research, which consists of knowing how the components of the Energy Social Inclusion Fund are being implemented to improve the quality of life of the residents of the Manchay area, Pachacamac district. In this way, the research is expected to contribute to the improvement of FISE in terms of meeting the objectives for what was created.
