Drug trafficking responds to trends that are conducive to it and adapts to global changes very quickly. The analysis of the seizures varies according to the production area of the cocaine that reaches Europe and comes 95% from Brazil, Colombia and Peru. In this context, the Peruvian Navy, whose mission is to safeguard national sovereignty and ensure security, is involved in the TID and as the National Maritime Authority - General Directorate of Captaincies and Coast Guard, in navigable rivers: protect the aquatic environment and suppress illicit activities. The Research work seeks to improve the inadequate surveillance and control of aerial fluvial patrol of illicit activities that affect the inhabitants to complete the Information System and Monitoring of Aquatic Traffic (SIMTRAC) in the Napo and Putumayo Area (ZNP) through the recovery of the air river patrol capacity of the Amazon Naval Squadron. The theoretical foundation considers the size of the sphere of influence, the wild characteristics of the ZNP, the lack of land communication routes, and the characteristics of the criminal organizations of the TID and related crimes. The results of the applied instruments show that the product of public policy innovation to solve the problem corresponds to the acquisition of three (03) twin-engine, highwing, amphibious airborne patrol aircraft (APF), with new STOL capacity, with flight support equipment incorporated and additional equipment to complete the Aquatic Traffic Information and Monitoring System (SIMTRAC) in the ZNP and whose political and capacity organizational viability is highly probable, highly probable economic viability and regulatory viability of scope and difficulties very likely. The study concludes that the public policy innovation product is technically and economically viable through an Investment Project (PIP) in charge of the Peruvian Navy....

This thesis develops a critical evaluation based on the background of the investigations of the archaeological works carried out in the Amazon. It emphasizes the main geographic-cultural problems, the chronology, the size of the settlements and the lack of social interpretation of the data, to initiate the archaeological investigations at the El Zapotal site, located between the basins of the Marañón and Ucayali Rivers, today National Reserve of Pacaya-Samiria in Loreto-Peru. 10 We propose as objectives let to know: a) The space-time location of the site, b) The size of the settlement and c) The social interpretation of artifacts found in funerary contexts. For this we use the theory that we are calling "Living Archeology". In this way we interpret the presence of funerary amphorae linked to the concept of death, the presence of culturally deformed skull with the problem of the identity of the social group and based on the presence of the artifacts called "Shibinantis" by the natives, the ritual of the circumcision of the girls, as the rite of the passage to become women suitable for marriage, and in a great festive ceremony called "Anishati". The obligation of the State to recognize and guarantee the right of participation based on the progressive autonomy of children and adolescents must be developed in accordance with the Convention on the Rights of the Child, in everything related to their sexual and reproductive health in the different aspects in which they operate, such as homes, schools and communities. Compliance with these obligations is strictly necessary in contexts such as the Peruvian Amazon, where different regional factors (geographical, economic and sociocultural) must be taken into account by the State in the development of its public policies, specifically, the indigenous membership of childhood and, consequently, the provisions of Convention 169 on Indigenous and Tribal Peoples in Independent Countries. In that order of ideas, this thesis is aimed at studying the legal content based on the rights of indigenous children in the context of the Loreto region, this being the region with the highest presence of indigenous peoples and worrying figures related to pregnancy in girls and adolescents and sexual violence. For this, an interdisciplinary description and analysis from the approach of the rights of children and indigenous peoples will be presented, with the aim of outlining a proposal for a human right standard, challenges and recommendations to be considered within the framework of the design and implementation. of a public policy....

Despite the global economic crisis, Peru had a sustained growth of 5.3% for almost 20 years; however, it was not accompanied by a growth in State capacity to generate inclusive economic and social development, mainly in areas of extreme poverty such as the Amazon. It is important to point out that throughout history, indigenous communities and native populations have not been included in public policies but have remained on the margins of this growth, expressed in the almost or no access they have to the services offered by the State, noting that the delivery modality is not culturally relevant and that they are also areas of extreme poverty where anemia indicators are 50.9%, chronic child malnutrition 25.7% and violence 63.2%, the highest at the national level. Therefore, the objective of this research is to identify the mechanisms that allowed an articulation between institutions to bring State services closer to the populations of extreme poverty, dispersed and rural areas of the Napo River Basin, under the co-management approach. Due to the importance of the topic, the material and method selected is the hermeneutic study with a mixed design, which links qualitative and quantitative analysis through tools that allow assessing the interrelation of its variables, the dynamics produced and the good practices of co-management as a governance model. For the field work, the literature was reviewed and different methods, techniques and instruments were applied to verify the objective of the problem identified. Finally, conclusions are presented, which point out how workshops, dialogue and coordination tables became articulation mechanisms for the design and implementation of the PIAS, with strong co-management and public policy supports in favor of the Napo basin, in Loreto, highlighting the importance for social management for the contributions in the construction of a culture of citizenship from cultural diversity for the generation of public and social value....
