This project describes the guidelines to consider for the implementation of good practices of gender equity, based on the data and opinions taken in the interviews. The purpose of this study is to define criteria and considerations that serve as reference and guidance for the companies that do not have an equity plan or are already in the process of implementing it. This study carried out the following objectives: (a) investigate the implementation and development of good practices of gender equity, (b) benefits that companies perceive when implementing good practices of gender equity, (c) detect lessons learned, as a consequence of the barriers they have found in the process of incorporating good practices of gender equity, and (d) detecting success factors in the process of implementing good practices of gender equity. To meet the objectives of the investigation, 18 cases were studied, and interviews were conducted in the different companies. The results showed that the elements that should be taken into consideration to implement good gender equity practices are, mainly, the following: the matrix guidelines, diversity or equity policy, action axes, diversity committee, needs identification tools, corporate communication, training and equity programs, practices of life-work balance, sexual harassment and violence prevention and indicators are the elements that should be taken at implementing good equity practices. It is important to mention that although gender violence is an element found during the investigation and that it was considered relevant, at the beginning it was not in the research. Therefore, it is important to share an integrated model with elements that require the successful implementation of gender equity practices, so that more companies can work for equity and under a diversity strategy....

In this thesis, I analyze the movements that oppose the implementation of the gender approach in basic education by reading a set of materials (bibliographic, audiovisual and legal) to demonstrate their ideological operations, their rhetorical and discursive mechanisms, and their legal-political strategies. The discourse of “gender ideology”, around which these cultural products are articulated, originates in the Vatican during the 1990s to be later appropriated by the Latin American conservative right in opposition to social and symbolic reforms related to gender. Starting in 2016, this discourse promotes a “moral crusade” to reject the gender approach in the Peruvian national curriculum, associating it with terrorism and totalitarianism; at the same time, a series of political and legal interventions take place in the Congress of the Republic with the aim of stopping the implementation of said curriculum and politically harassing its promoters. The discourse of “gender ideology” has a fundamentally reactive character, as it faces what it perceives as an infiltrated threat in the upper echelons of global power. In this sense, what characterizes this discourse and what makes its political mobilization possible, is the fact that feminist and LGBTI movements and social and symbolic reforms around gender are perceived by conservative political and religious groups as a loss of its hegemony and, therefore, an opposition is articulated that falls discursively on the figure of a “cultural war”....

This thesis analyzes gender mainstreaming in the internal management of the Metropolitan Municipality of Lima, as part of implementation of the Gender Equality Seal proposed by the United Nations Development Program. Based on a review of this process, we identify the characteristics, achievements and limitations related to implementation of gender mainstreaming in a local government, where conceptual, technical and political tensions related to gender equality in public management are part of the framework of power relationships. Using a qualitative methodology, with semi-structured and in-depth interviews, we analyze the process, which followed the steps established in the Gender Equality Seal proposal. Among our conclusions, we found that gender mainstreaming in the Metropolitan Municipality of Lima has a marked technocratic and instrumental accent, because it has been inserted into an established institutional order with no transformation of power relationships. We also found that intergovernmental coordination enabled the Gender Equality Commission to carry out actions with technical assistance that was coordinated between the MIMP and PNUD. The process has shown that there are various types of resistance because of a lack of knowledge of the issue and opposition based on prejudices that must be addressed with a medium- and long-range intervention....
