This study analyzes the formulation stages of the decentralized education management policy, promoted by the Ministry of Education from 2011 to 2016, as well as how civil servants belonging to the different management levels in the sector were trained as a basis for its development. The main purpose of this research is to analyze the actors, factors, and dynamics to which development of this policy was subject and their respective impact on it. By means of tools used to analyze public policies and their dynamic features, it was verified that the decentralized education management was set in the Ministry of education agenda in 2011 as a result of a “policy window.” Afterwards, the Ministry of Education designed and implemented a group of first measures until the end of an internal discussion between decentralizer's and modernizer’s technocrats led by such a Ministry in 2013. Subsequently, it continued modernizing the decentralized management, which strengthened bureaucratic skills, but weakened the institutional design built so far. The explanation of this process may be found in changes in the social and institutional context, dynamics of policy network, and education management scopes, as well as the means used by the ministerial teams within the respective period....

The following investigation analysis the Quijote para la Vida Project's experience, community living culture by Pueblo Grande Association in Santa Rosa human settlement, ubicated in Puente Piedra, Lima, Peru. Specifically, it collects the Project's sustainability management experience from 2016 to 2018, understanding it from its three dimensions: political and institutional, administrative and economic, and social dimensions; looking to identify which are the strategic communication for development contributions to that management. The importance to investigate initiatives such as this relies on the multidimensional concept of human development and the lack of Governmental guarantees for a full realization of cultural rights: in this context community living culture initiatives play a fundamental role within their communities. The causal relationship between work satisfaction and performance is well-accepted. Nevertheless, empirical evidence shows that the correlation between these two factors is low. In light of this, life satisfaction has emerged as a more highly correlated variable with performance, and could potentially represent a better predictor of performance. However, this factor is highly susceptible to cultural differences. Given that the subjective model of life satisfaction takes cultural factors into consideration, the purpose of this study is to establish the correlation between indicators of performance and subjective measures of life satisfaction. We found significant positive correlations between two subjective measures of satisfaction: feeling good and the need of status, and two objective measures of performance: management of controlled expenses and management of variable expenses, respectively. This research focuses on the issue of primary school teacher work stress during the pandemic period, making a diagnosis of the facts through their perceptions as the main intermediary in the development of their daily activities. The general objective is to analyze the perceptions of primary school teachers from a private educational institution regarding their work stress during the pandemic. The specific objectives that are presented below are: i) Describe the main causes that generate stress in primary education teachers of a private institution in Lima during the pandemic in 2021; and ii) Identify the coping mechanisms of stressful activities in primary education teachers of a private institution in Lima during the pandemic in 2021. This research is a qualitative study that seeks understanding, description and explanation from the experiences of the study subjects in their daily practice. The phenomenological cutting method is used to address the study phenomenon from a concrete reality told from the subject of study, analyzing the perceptions of primary education teachers from a private educational institution located in the district of Santiago de Surco. The technique used was the interview, and the instrument was the in-depth interview script. The information from the collected testimonials was organized in Excel through Open Coding, and the answers were classified according to subcategories and keywords to interpret them. Among the results obtained, it is evident that primary school teachers experienced work stress due to family problems, physical and mental health, work environment and personal issues in their daily virtual activities during the pandemic. The relationship between religiosity and Subjective well-being is the subject of widely studied over time and it has been found how religiosity influences positively on happiness; however, there is not enough information about this influence, within the Peruvian context. Because values are one of the most important elements in the configuration of subjective well-being on people, as the configuration of the religiosity behavior, the purpose of this research is to identify and explore the values of the most committed members of a catholic community. To make this possible is convenient to use an emic approach which picks up the values from their members perspective. Sixty interviews were conducted with open response alternative. The findings reveal that 47 categories of values, with the highest frequency is service and helping others, spiritual life, love and affection for others, good example and resilience. The discussion relates these values with the effects of these on well-being. Additionally, the consistency of those values with Catholic beliefs that characterizes our sample is analyzed. It has found that these five values had been related with previous studies with positive effects on well-being. The values found are consistent with Catholic beliefs, which can lead to greater cohesion and homogeneity characteristics also related to subjective well-being....

The Committee for Monitoring, Follow-up and Verification of the agreements of the Dialogue Table to analyze the mining problem of the department of Moquegua, constitutes an experience of democratic dialogue around the fulfillment of commitments generated in a dialogue space, being a prevention strategy social conflicts, based on the active participation of actors from the State, business, community and civil society, around a participatory management model for compliance with commitments, thereby creating shared value, positive positioning of the State, improvement of relations community, generation of public value, among other benefits. Considering the accelerated growth of the elderly population and the problem of discrimination that this group faces, and an aggravated situation by COVID 19, this research seeks to contribute to Social Management based on the experience of the Escuela Emprendedores de Oro (EEO), implemented by the Municipalidad Metropolitana de Lima (MML). This is the first municipal entrepreneurship school aimed at older adults to train them in business management as a vehicle for their support, based on respect for the rights of this important sector of the population. The objective is to determine, qualitatively and as a case study, the factors that contributed or limited the implementation of the first version of the EEO, done virtually in January 2021; analyzing the perception, needs and expectations of its participants, all within the framework of public policy that also adheres to international instruments ratified by the Peruvian State. The research is framed in three approaches: human rights, present through the way in which the EEO relates to the older people as subjects of law; capacities, encouraging a productive and creative life and, the public value chain, oriented to the satisfaction of their interests and needs, in favor of their well-being. It is important to highlight that the EEO is an intervention in response to the serious impact that the pandemic had on the elderly population. Due to its vulnerability and high fatality rate, older persons were confined to home as an urgent measure, losing the possibility of interaction in the various activities offered in person by various instances of the MML. As a result, five factors that contributed to the development of the EEO are identified, namely: (i) the consideration of the needs and expectations of the subjects of law in the definition of the objectives of this school, (ii) the use of adequate communication resources, (iii) efficiency, efficacy and effective resource management, (iv) having methodological resources adapted to the profile of the participants, (v) having trainers schooled in the SYSA methodology, with business experience and committed to accompanying the participants....

It is concluded that the Villa Los Reyes Health Center does not have the adequate tools to implement and manage the policy of the Multisectoral Plan. Likewise, health personnel do not have the tools and resources to achieve this. In addition, they need to be trained in various subjects on a constant basis. The goal is for mothers to recognize supplements, foods rich in iron, and include them in their eating habits. Correct use will bring benefits from iron supplementation and policy enforcement. It is observed that the Ministry of Health presents social management plans. However, it does not have an adequate control and monitoring component so that these plans can be fulfilled. It is concluded that the inclusion of this control component is an opportunity for improvement both for the Ministry of Health and for the quality of life of mothers and children of the Villa Los Reyes community in the Ventanilla district, in Callao. Finally, this thesis work suggests the strengthening of capacities in different roles from a Social Management perspective. For this, a proposal is presented with guidelines focused on achieving an effective and sustainable management of the program....

Currently, the Peruvian State is immersed in what we know as the information society and knowledge society, likewise, it has been promoting through the Secretary of Government and Digital Transformation that belongs to the Public Institution of Peru called the Presidency of the Council of Ministers, the implementation of the Transformation and Digital Government in Peru, and as a consequence of this, it has been carrying out actions aimed at the management, implementation, dissemination, among others, of the subject of data and information security in institutions and organizations. Peruvians, in this context the development of digital security skills from the seventh cycle of Regular Basic Education (EBR) is a crucial aspect in basic training since it will contribute to generating skills for digital citizens in basic issues and aspects but related to security, data and information standards. Likewise, we have the DigComp 2.2, which proposes 4 digital competences in the security area, framed in the following: Protection of digital devices, protection and privacy of personal data, protection of the health and well-being of people; and, protection of the environmental ecosystem, which include various competencies related to aspects of technologies that support various information and communications platforms, as well as data and information security issues. In this framework, it is necessary to know what would be the importance of developing the digital security skills of DigComp 2.2 in the EBR at the secondary level, from its seventh cycle, in the Peruvian context. In this sense, this thesis has the following objectives: i) To describe the digital competences of the DigComp 2.2 security area, relating them to the digital competences of the EBR National Curriculum; and, ii) Analyze the importance of digital skills in the security area of DigComp 2.2. in digital citizenship and for data and information security in the Peruvian context. Regarding the methodology used, there is a qualitative approach, using the documentary research method, which has allowed an approximation and understanding of the subject, based on the use of different types of national and international documentary sources. The native communities of Peru have in their cultural load ancestral knowledge that they acquired in their experience with their environment over the years; for example, knowledge of natural climatic indicators.
