This study focuses on the analysis of a social housing project development in the district of Santa Maria del Mar, province of Lima, on land owned by the Peruvian State. The project under study is part of the social housing project portfolio of the Urban Land Development Program "WASIYMI" of the Ministry of Housing, Construction and Sanitation (MVCS), and is promoted by that same government entity. The main objective of this research is to analyze an urban development model proposed by the MVCS that integrates social housing within the specific context of Santa Maria del Mar. The feasibility of the project is examined across different dimensions (technical, urban, social, environmental, economic, and regulatory), considering the housing needs of the target population and its consistency with the different planning instruments of Metropolitan Lima. The feasibility of the project is also evaluated under four alternative land management scenarios. The project analysis is framed within the objectives of the Metropolitan Development Plan of Lima 2021-2040 (PLANMET 2040) and the Urban Development Plan for Lima Southern Beaches 2025-2034, examining its contribution to urban consolidation processes in the Lima Sur sector. The evaluation seeks to determine the extent to which the proposal aligns with the promotion of formal housing, the efficient and orderly use of land, and its proper articulation with the urban and metropolitan structure established in those planning instruments. The project is considered to have the potential to contribute to reducing the housing deficit in the region and to consolidating a more sustainable and equitable urban environment, which explains the importance of studying it. The analysis focuses on key aspects such as urban planning, resource management, and infrastructure articulation, evaluating the extent to which these elements make it possible to ensure adequate habitability conditions for future residents. To this end, a multidisciplinary approach is used, integrating market studies, environmental assessments, and the review of public policies in order to determine the coherence, relevance, and long-term sustainability of the project.
