BioComercio azul en la pesquería peruana del recurso perico (Coryphaena hippurus)

Resumen
El BioComercio en el país ha sido implementado voluntariamente a través de un
marco normativo desarrollado por PROMPERU. En el año 2020, la UNCTAD
actualizó los principios y criterios del BioComercio y amplio su alcance para los
recursos acuáticos, denominado BioComercio Azul. La iniciativa de BioComercio
Azul aún no ha sido implementada en el país, y siendo la pesquería del perico
(Coryphaena hippurus), la segunda pesquería artesanal más importante del país,
se analizó el nivel de cumplimiento de los requisitos mínimos de elegibilidad para
ser considerada como actividad del BioComercio Azul, así como, de los principios y
criterios del BioComercio Azul, en el extremo del marco legal vigente, por parte de
la pesquería del perico. De la evaluación realizada a partir de información
secundaria disponible sobre investigaciones científicas, normativa pesquera,
cadena de valor, comercio nacional e internacional y compromisos empresariales,
se estima que la pesquería del perico cumple con los requisitos mínimos de
elegibilidad para ser considerada como una actividad de BioComercio Azul y
respecto a los principios y criterios del BioComercio Azul, en el extremo del marco
legal vigente, la pesquería del perico cumple con el 8% de ellos, cumple
parcialmente con el 60%, no cumple con el 20% y no requiere cumplir con el 12%
restante. Además, a fin que la pesquería del perico pueda cumplir con las exigencias
de la UNCTAD, respecto al BioComercio Azul, se han propuesto 38 acciones a ser
realizadas por las instituciones de gobierno competentes en la cadena de valor de
la citada pesquería, relacionadas a aspectos sociales (desarrollo local, seguridad
alimentaria, temas laborales y capacidades empresariales), económicos
(distribución justa y equitativa de beneficios, comercio justo y empleo) y científicos
(variabilidad genética e impactos ambientales negativos). Finalmente, se ha
elaborado una propuesta de indicadores y medios de verificación de los principios y
criterios del BioComercio Azul para las etapas de extracción, procesamiento y
comercio (nacional e internacional), como insumo para su empleo en una evaluación
de mayor alcance y presupuesto.
BioTrade in Peru has been implemented voluntarily through a regulatory framework developed by PROMPERU. In 2020, UNCTAD updated the principles and criteria of BioTrade and expanded its scope to include aquatic resources, creating what is known as Blue BioTrade. The Blue BioTrade initiative has not yet been implemented in Peru, and given that the mahi-mahi (Coryphaena hippurus) fishery is the country's second most important artisanal fishery, this study analyzed the level of compliance with the minimum eligibility requirements for Blue BioTrade activities, as well as with the principles and criteria of Blue BioTrade, within the current legal framework. Based on an assessment using available secondary information on scientific research, fisheries regulations, the value chain, national and international trade, and business commitments, it is estimated that the mahi-mahi fishery meets the minimum eligibility requirements to be considered a Blue BioTrade activity. Regarding the principles and criteria of Blue BioTrade, within the current legal framework, the mahi-mahi fishery meets 8% of them, partially meets 60%, does not meet 20%, and is not required to meet the remaining 12%. Furthermore, to enable the mahi-mahi fishery to meet UNCTAD's requirements for Blue BioTrade, 38 actions have been proposed for the competent government institutions in the fishery's value chain. These actions relate to social aspects (local development, food security, labor issues, and business capabilities), economic aspects (fair and equitable distribution of benefits, fair trade, and employment), and scientific aspects (genetic variability and negative environmental impacts). Finally, a proposal of indicators and means of verification of the principles and criteria of Blue BioTrade has been developed for the stages of extraction, processing and trade (national and international), as input for its use in a more comprehensive and budgeted evaluation.
