Planeamiento estratégico de la macro región III

Abstract

El presente documento representa la proyección de la macroregión Loreto para el 2027 como primer destino de turismo ecológico en América Latina. A través de la aplicación de la metodología del planeamiento estratégico se presenta la situación actual de la Macroregión III-Loreto, su problemática, sus potenciales, qué oportunidades presenta en su entorno y con qué obstáculos tendrá que lidiar. Se describe la estructura orgánica y cómo ésta debería ser enfocada para lograr alcanzar la visión planteada. Loreto tiene un potencial de desarrollo atractivo para la región Amazónica, contando con una biodiversidad en flora y fauna, variedad de ecosistemas, presencia de una de las maravillas naturales del planeta, como es el río amazonas el cuál cruza su territorio, comunidades indígenas, áreas protegidas donde la mano del hombre no ha intervenido; condiciones que respaldan la visión propuesta en este documento y que mediante una gestión adecuada, es factible alcanzar.Se ha identificado que la situación actual de Loreto no está oritentada a explotar su máximo potencial, tal es así, actualmente la macroregión se encuentra en penúltimo lugar en la lista de competitividad de las regiones. Factores como déficit de infraestructura en saneamiento básico y carreteras, personal poco capacitado, falta de operadores turísticos, falta de inversión pública y privada, entre otros factores, son situaciones que se han detectado y que deben ser corregidas para lograr alcanzar la propuesta planteada. Finalmente, se ve a la macroregión Loreto en el 2027 como una macroregión competitiva, con capacidad de gestión y uso adecuado de sus recursos, con inversión privada en forma de grandes cadenas hoteleras de reconocimiento mundial en las riveras del río Amazonas, fomentando el uso de energías renovables y el cuidado del medio ambiente, y con reconocimiento internacional como una de las principales regiones selváticas del mundo, promoviendo al Perú como país amazónico

The present document represents the projection of the Loreto macroregion for 2027 as the first eco-tourism destination in Latin America. Through the implementation of the strategic planning methodology presents the current status of the Macroregion III-Loreto, their problems, their potential opportunities presented in your environment and what obstacles will have to deal with. Describes the organizational structure and how this should be focused to achieve the vision. Loreto has a potential for development attractive to the Amazon region, with a biodiversity in flora and fauna, variety of ecosystems, the presence of one of the natural wonders of the planet, how is the amazon river which crosses its territory, indigenous communities, protected areas where the hand of man has not intervened; conditions that support the vision proposed in this document and that through proper management, is factiable reach.It has been identified that the current situation of Loreto is not oritentada to exploit its full potential, such is the case, currently the macroregion is in last place on the list of competitiveness of the regions. Factors such as infrastructure deficit in basic sanitation and roads, poorly trained personnel, lack of tour operators, lack of public and private investment, among other factors, are situations that have been detected and that must be corrected in order to achieve the proposal that we put forward. Finally, we see to Loreto in 2027 as a competitive region, with capacity management and proper use of its resources, with private investment in the form of large chains of global recognition on the banks of the Amazon River,promoting the use of renewable energies and the care of the environment, and with international recognition as one of the major regions of the world, promoting Peru as a country in Amazonic
