Abstract
Mediante una investigación descriptiva cuantitativa se ha analizado la brecha entre los plazos
y costos reales, así como en los normados, para cinco aspectos vinculados a la facilidad para
hacer negocios en la ciudad de Chiclayo, según la metodología Doing Business (Banco
Mundial, 2016a, 2016c). Para ello, se han definido tres objetivos específicos: (a) estimar
cuánto cuesta, en tiempo y dinero, hacer negocios en la ciudad de Chiclayo; (b) calcular
cuánto cuesta, en tiempo y dinero, hacer negocios de acuerdo con la normativa vigente, tanto
regional como nacional, y (c) comparar el dato real de la ciudad de Chiclayo y el que deriva
de las normas, con el fin de proponer mejoras concretas. Los resultados evidencian que
podría haber efectos benéficos para la ciudad de Chiclayo, los cuales servirían de base para
guiar políticas públicas conducentes a un mejor contexto que favorezca la promoción de la
actividad empresarial, en tanto se simplifiquen procedimientos. Es conocido que a mayor
actividad empresarial, mayor es el crecimiento económico, lo que beneficiará a la población
en los siguientes términos: (a) ingresos per cápita, (b) empleo y disponibilidad de productos,
y (c) servicios y calidad. Finalmente, los resultados de la investigación han revelado que la
ciudad de Chiclayo, comparativamente, está rezagada en cuanto a indicadores relacionados
con el ambiente de negocios, aun cuanto tiene un desempeño mejor que el de Lima.
A qualitative descriptive research has been developed for analyzing the gap between the actual and standard costs and terms for five aspects related to the ease of doing business in the city of Chiclayo, according to the methodology of the World Bank (Banco Mundial, 2016a; 2016b). For this purpose, three specific objectives have been defined: (a) Estimate how much it costs, in time and money, to do business in the city of Chiclayo; (b) calculate how much it costs, in time and money, to do business according to the current regulations, both regional and national; and (c) compare the real data of the city of Chiclayo and that derived from the rules and propose concrete improvements. The results will be of benefit to the city of Chiclayo because they will simplify the procedures, reducing costs and times, which will stimulate business activity, and at the same time it will provide information regarding public policies. It is known that the greater business activity, the greater the economic growth benefiting the population in terms of per capita income, employment and availability of products and services and quality. After compiling data and analyzing results, there has been found that Chiclayo, compared to other cities, does not offer the conditions for doing business, however this analysis shows a better performance than Lima, the Peruvian capital.
