Factores internos que afectan la política exterior y defensa : el caso del fomento de la confianza entre Chile y Perú
Abstract
Chile y Perú han construido el fomento de la confianza a través de una arquitectura institucional que ha dado soporte a la formulación e implementación de Medidas de Confianza Mutua. En el 2001 este proceso escaló al más alto nivel político con la creación del Comité Permanente de Consulta y Coordinación Política “2+2” y el Consejo de Seguridad y Defensa (COSEDE). Sin embargo, ha sido irregular y no ha habido avances hacia una etapa de profundización. ¿Qué factores afectaron este proceso? Centrándonos en factores internos, esta tesis tiene como objetivo comprender los factores de la formulación de política exterior y defensa de Chile que afectaron el proceso de confianza con Perú entre el 2001 y el 2014. Para ello, se realizó una reconstrucción del proceso entre ambos países y se analizó factores en función de las características de la formulación de la política exterior como política pública en Chile: i) Incentivos políticos en la toma de decisiones presidenciales, ii) características de la política burocrática de Cancillería, iii) condiciones para la coordinación gubernamental entre Cancillería y Defensa e iv) intereses militares. Se utilizó una metodología cualitativa de estudio de caso y se registraron datos a través de entrevistas semiestructuradas a académicos/as, funcionarios/as y expertos/as del Ministerio de Relaciones Exteriores, Ministerio de Defensa y Fuerzas Armadas de Chile. Además, se realizó una revisión bibliográfica, documental y de fuentes periodísticas, así como un análisis de encuestas de opinión pública. Los resultados sugieren que el fomento de la confianza entre Chile y Perú se ha mantenido estancado en una primera y segunda generación de medidas, orientadas al formalismo, simbolismo y el acto protocolar, sumado de un ausente mecanismo de monitoreo en su desarrollo. En cuanto a los factores, se encontró que los incentivos a nivel presidencial no están relacionados a mantener una legitimidad en un escenario de opinión pública desfavorable, sino que los incentivos son otros: 1) la priorización del posicionamiento de Chile en el escenario internacional y desatención a las crisis vecinales, 2) reducción del margen de maniobra por las crisis internas y 3) priorización de los intereses económicos en beneficio de la tesis de las cuerdas separadas. En segundo lugar, se constató que la Cancillería sostiene un carácter legalista que ha generado un carácter no propositivo ni innovador en la agenda hacia la profundización de la confianza. Tercero, se evidenció que no ha habido buenas condiciones para una adecuada coordinación gubernamental entre Cancillería y Defensa, debido a una doctrina jerarquizada y la ausencia de dispositivos formales. Finalmente, los intereses militares, por un lado, han contribuido a avanzar hasta una segunda generación de medidas; sin embargo, el interés de hacer prevalecer la institución con presupuesto y otros beneficios, ha tenido un impacto negativo para dar un salto a una etapa de profundización de la confianza y la implementación de medidas de tercera y cuarta generación.
